- NOTICE OF INTENT TO SOLE SOURCE: The Department of Veterans Affairs Network Contracting Office 16 intends to award a sole source contract for the Michael E. DeBakey VA Medical Center in Houston, TX. This proposed contract action is for a service in which the Government intends to negotiate and award a Base Period plus four (4) Option Periods, Firm-Fixed-Price contract to ZIMMER US, INC, 1800 W Center Street, Warsaw, Indiana 46580 for annual maintenance and repair of ROSA One Brain System (Surgical Robot), Part Number ROSAS00203, for Neurosurgery. This contract action is for services for which the Government intends to solicit from only one source under the authority of FAR 13.106-1(b), Soliciting from a Single Source. Justification for this sole source procurement is in accordance with FAR 13.106-1(b)(2), soliciting from a single source will be prepared. The North American Industry Classification System (NAICS) for this requirement is 811219. The Small Business Administration (SBA) size standard is $22 Million. The PSC code is J065, Maintenance, Repair, and Rebuild of Equipment- Medical, Dental, and Veterinary Equipment and Supplies. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible sources may identify their interest and capability to meet this requirement by submitting such information by 4:30 PM CST, on August 22, 2022. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs will not be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Telephone inquiries will not be accepted. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE 36C25622Q1406 in the subject line. All documents submitted, will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contracting Officer, Arlene A. Blade, by email at arlene.blade@va.gov. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. This evidence shall include a letter from the Original Equipment Manufacturer (OEM) stating vendor is an authorized distributor per clause 852.212-72(c), proof vendor can purchase OEM parts, if needed, and all technical personnel are OEM certified. Simply responding as an interested party does not constitute your company as a source. Offeror must provide the above requested information. These requests are mandatory for consideration.
