- This document supports the modification of Defense Counterintelligence and Security Agency (DCSA) task order HS002118F0007 on indefinite-delivery/indefinite-quantity (IDIQ) contract HS002118D0001 to provide Consultation, Facilitation, Leadership Alignment and Strategic Collaboration (ConFLASC) Support Services to DCSA�s Industrial Security Field Operations (IO) for four months (08/04/2002-12/03/2022) and add two one-month option periods (12/04/2022-01/03/2023 and 01/04/2023-02/03/2023). Extension of this task order will prevent an imminent lapse in performance due to a post-award protest filed with the Government Accountability Office on 07/11/2022, which resulted in a stay of performance under DCSA task order HS002122F0040, awarded on 06/30/2022. This task order provides ConFLASC Support Services to the DCSA IO, which supports the agency�s mission to protect classified information and materials in the hands of cleared industry by ensuring compliance with the National Industrial Security Program Operating Manual and Executive Order 12829. Additionally, IO works in partnership with facility security officers and industry representatives to ensure the protection of classified information released under contractual obligations or research and development efforts. In order to continue to perform this mission in an evolving and increasingly complex environment, IO must continuously review, analyze, and update processes, procedures, organizational structure, and methods. The DCSA IO continues to develop and implement initiatives that will drive consistency, improve performance, and provide for a more effective and efficient workforce.
