- SUBJECT: Notice of Intent to Issue a Three-Year Extension to the Enterprise Training Services Contract (ETSC) Description: NOTICE OF INTENT TO EXTEND AN AWARDED CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to extend the period of performance of a competitively awarded Multiple Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) contract for a period of three years. The original contract was competitively awarded in accordance with the procedures of FAR Part 15. Army Contracting Command-Orlando (ACC-ORL) has identified a need to extend the Enterprise Training Services Contract (ETSC) for a period of three years. The anticipated contract extension is needed to continue the provision of support to provide and manage training and training assistance for military and civilian related subjects; planning and support for Army, Joint and Security Cooperation exercises, and operations and maintenance sustainment functions for training aids, devices, and ranges to Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) as well as to address limited requirements of PEO STRI and Army Contracting Command-Orlando customers, related to PEO STRI�s mission, and ACC-ORL in direct support of PEO STRI. There is no plan to award any follow-on or successor contract to the ETSC in the future (i.e., there will be no ETSC II, ETSC Next, etc. contract). The ETSC was originally awarded on June 19, 2018. Performance under the ETSC began on June 19, 2018 and will end on June 18, 2023. To date, approximately $600 million of the $2.4 billion ETSC ceiling has been awarded. ETSC has no provisions for on-ramp or off-ramp of offerors. Task orders are awarded competitively amongst either the three (3) Full and Open Lot vendors, or the five (5) Small Business Set-Aside Lot vendors as a function of the work performed. This notice of intent is not a request for competitive quotes; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency in making its final decision. Information received by 12:01 PM EST on August 29, 2022 may be considered by the Government. Responses shall be submitted to Kurt L. Kleinlein, Contract Specialist at kurt.l.kleinlein.civ@army.mil and Jason Holden, Contracting Officer at jason.n.holden.civ@army.mil. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. This notice complies with FAR 5.101. ACC-ORL will not be responsible for any costs incurred by responding to this notice.
