- Performance Work Statement SPORTS OFFICIALS Mountain Home AFB, Idaho 8 Aug 2022 1.� DESCRIPTION OF SERVICE:� To perform Sports Officiating at Mountain Home AFB, Idaho in accordance with the terms and conditions of this Performance Work Statement (PWS). 2.� SCOPE OF WORK: 2.1. Contractor shall provide the following officials for Intramural Sports activities: Amount of games is estimated. Start and Finish dates are estimated.� Contract will be written in estimated quantities with each unit being a game officiated.� Contractor will be paid for games/units officiated: Activity Number of Games (Est.) Est Dates Quantity of Officials Intramural Softball 80 Jun-Sep 1 Intramural Volleyball 65 Mar-May 2 Intramural Flag Football 65 Sep-Nov 3 Intramural Basketball 65 Nov-Feb 2 Intramural Soccer 45 Sep-Oct 1 Youth Baseball 10 May-Jul� 1 Youth Soccer 20 Aug-May� 1 Youth Basketball 12 Oct-Dec� 1 2.2. All officials must be certified.� Certified is defined as certification through a National Governing Body (NGB) or any other recognized organization such as the National Federation of State and High School Associations, the National Collegiate Athletic Association, the National-Intramural-Recreational Sports Association or the Amateur Softball Association (ASA).� Officials must be thoroughly familiar with the Mountain Home AFB General bylaws. 2.3. Games will be played according to the schedules provided to the contractor by the Sports Director�s.� Make-up games may be scheduled at the discretion of the Fitness Center and/or Youth Sports Director, or designee(s). 3. POINTS OF CONTACT: 3.1. Contractor must provide the names of a primary and alternate point of contact, to include work and home phone numbers, to the Fitness Center and Youth Sports Director�s. 3.2. Fitness Center and Youth Sports Director�s will be the point of contact (POC) for intramural and youth sports respectively, name and phone numbers will be provided at award. 4. CONTRACTOR RESPONSIBLITIES: 4.1. Contractor shall be in the correct location(s) a minimum of 15 minutes prior to the scheduled game time, ready to officiate and in proper uniform.� The Contractor shall ensure that all pre-game preparations (score book, time clock, field inspection, coin toss, etc.) are completed prior to scheduled game time. 4.2. The contractor shall provide all equipment, uniforms, tools, materials, supervision, transportation needs and other items necessary to perform intramural officiating services as defined in this PWS.� Contractor shall furnish certified sports officials for each scheduled and assigned game, to include sports games and tournaments.� 4.3. Sports equipment.� The contractor must pick up the following: 4.3.1 Intramural Softball Equipment:� 4-8 softballs, field keys and score book will be picked up and signed for at the Gunfighter Fitness Center customer service counter and must be returned to the customer service counter after completion of the last game.��������� �4.3.2 Intramural Football Equipment:� Equipment will be located at the Gunfighter Fitness Center. �Score cards and equipment must be turned into the Gunfighter Fitness Center after completion of last game. �4.3.3. The contractor is responsible for turning off lights at the softball fields after completion of the last game. 4.3.4. The contractor will pick up all other sports activity equipment at the fitness center or for youth sports at the youth center customer service counter. 4.4 The contractor is required to have a complete knowledge of and enforce all rules, local by-laws and safety requirements. �By-laws are established for each officiated sport to be conducted, along with the most current version of the Official Sports Rules.� The official governing sports body or sports association where rules governing each sport can be located as follows: Softball Rules:� Governed by the American Softball Association rules. Flag Football Rules:� Governed by the National High School Federation flag football rules. Soccer: USA Soccer Rules Volleyball:� NCAA or National High School Federation Rules. Basketball:� NCAA or National High School Rules. 4.5. The contractor shall meet with the respective sports directors at least two weeks prior to the start of the scheduled sports season to obtain specific by-laws and review any other policies and procedures of the sports programs.� A copy of the local By-laws will be provided to the contractor at the meeting as well as a full season schedule of games that need to be officiated. 4.6. The contractor shall comply with Air Force Safety regulations while officiating at Mountain Home AFB.� The contractor shall comply with AFI 34-249 to include professionalism and behavior control of sports officials during games.� No official shall be allowed to work a game if it is determined by the Fitness Center that he/she is under the influence of or has consumed alcohol or drugs.� At no time will an official or other contractor personnel smoke or consume alcoholic beverages in, on, or around the playing area.� This applies before, during, in-between, and after game. 4.7. The contractor shall supply the respective sports representatives a list of the officials� names, phone numbers and their qualifications within two (2) weeks prior to the start of each sport.� The sports representatives may reject any official deemed not qualified.� All rejections, changes or deletions shall be in writing and forwarded to the contractor within 48 hours after evaluation along with the reason for disqualification.� 4.8. If less than the full amount of sports officials required for a competition show up, the game or match may be postponed and planned for a later date with no charge to the Government for the game(s) that was postponed. 4.9. The contractor is responsible for scheduling sports officials to work games.� The Intramural Sports Director will be notified immediately of any changes.� The sports officials are not allowed to participate as a player, coach, or team manager for the team he/she officiates. 4.10. The contractor shall maintain a quality program to ensure services are performed in accordance with the sports rules, guidelines, and practices.� The contractor shall ensure that sports officials will be fully trained in their sport and if any skill deficiencies are noted, the contractor takes immediate action to correct the situation, either by providing additional training or removing the individual from the roster. 4.11. The contractor shall provide a contract manager who is responsible for the performance of work.� The Sports Director(s) and the Contracting Officer will be notified immediately of any POC changes.� The name of this person and an alternate will be designated in writing to the Contracting Officer prior to the start of their performance. 4.12. Protests:� If protest by player(s) is filed and upheld on a rule misinterpretation, the rescheduled game will be officiated at no cost to the government.� Judgment call by official cannot be protested by player(s).� If a protest is filed or any player or coach is ejected from a game for any reason, the official will write it in the score book for the Sports Director to review.� If requested by the Sports Director, the contractor will provide a written response to a protest or ejection within 24 hours after notification. 5. TIME LIMITS/CANCELLATIONS/POSTPONEMENTS 5.1. The government will provide notification to the contractor by 1500 hours, prior to cancellation, postponement, or schedule change of games.� Any official, that reports to a game without prior notification of cancellation, postponement, or schedule change will be paid for one game only, regardless of how many games were scheduled.�� 5.2. If it becomes apparent that weather might be a factor in creating unsafe playing conditions, the decision to cancel, postpone or reschedule a game will be made by the Intramural Sports representative only by 1500 hours on the day of the game.� If weather becomes a factor during game play, the responsibility to cancel, delay or postpone the game will be made by the Intramural or the official calling the game only.� � 5.3. If rain or inclement weather occurs, the contractor will be paid for all games, up to, and including any game in progress.� Compensation will not be provided for subsequent games cancelled that day due to weather.��� 5.4. For softball, if the game in progress is halted by lightning or other weather problems, the official will ensure that field conditions are truly unsafe before officially terminating a game (as per ASA Rule Book).� In particular, if it rains, the official must consider how hard it rains, how long it rains, if the field is still playable and in safe playing condition when it stops raining. 6. RESPONSIBILITIES OF THE GOVERNMENT 6.1. The Sports Official Programs shall provide all playing fields, courts, equipment and supplies necessary for the teams to play the sport (balls, time clock, score books, etc.) � 6.2. Appropriate playing site; the maintenance, repair, cleaning and care of these facilities and sites for competition, tournaments and clinics shall be the responsibility of the respective sports programs and their staff.� There shall be no responsibility for the preparation of fields or courts of play by the contractor representatives or contract holder. 6.3. The Sports Director�s representatives shall provide the contractor representatives with any and all modifications to the rules which are in the form of by-laws at least two weeks in advance of the games to be worked. 6.4. The Sports Director�s Representatives shall provide the contractor with a complete schedule of games at least two weeks in advance of scheduled events.� Tournament dates shall be coordinated with the contractor representatives as far in advance as possible, but no later than two weeks prior to the tournament.� The tournament schedule may be subject to change by the Government due to inclement weather, acts of God, or military related problems and commitments.� This schedule shall include all pertinent information necessary for the contractor representatives to conduct games, such as rules modifications. 6.5. When games are not played due to forfeit by a team because a team did not have the required number of players to start, the contractor representatives shall be paid the regular game fee for game(s) that are not worked, but forfeited.� This is provided that the contractor representatives were at the game site at the schedule start time for the game.� Contractor representatives forfeit time for a team is 15 minutes after scheduled game time.� If the Intramural representative decides to play an abbreviated game, or a game with fewer players on the field, the official is required to perform. 6.6. Contractor representative will not be paid for cancelled games if the contractor is notified by the Intramural representative at least two hours prior to the scheduled time for the game on the day that the competition was to be officiated.� The Intramural representative or Fitness staff office shall notify the contract holder or commissioner of all postponed or cancelled games with at least two hours prior notice.� It is then the contractor�s responsibility to contact scheduled contractor representatives to notify them of the cancellation. 6.7. Rescheduled games that have been postponed due to weather or safety conditions will be rescheduled by the Sports Director�s representatives only.� Notification of the rescheduled games will be provided to the contract holder or commissioner at least two days or 48 hours prior to the competition so that the contractor or commissioner may have ample time to find contractor representatives to work the rescheduled games. 6.8. The Sports Director�s representative reserves the right to critique each official�s performance and may recommend to the contractor that certain individuals be removed from future officiating duties if the quality of their officiating is not improved. 7. GOVERNMENT FURNISHED PROPERTY AND SERVICES 7.1. The government shall furnish or make available facilities already identified. The Government shall provide the maintenance and repair of all playing areas.� No alterations shall be made to furnished facilities without specific written permission from the contracting officer.� The Government will provide adequate lighting for all night games. 7.2. Government telephone facilities shall be made available for local calls to the Contractor FOUO only. 7.3.�� The Government will provide general on-base security and fire protection services. Security Police telephone extension is 8-2256 (on-base) and 208-828-2256 (from all other phones) for both emergency and routine calls.� Fire protection emergency phone is 8-0911(from on-base phone) and 208- 828-0911 (from all other phones). 7.4.� All reasonable quantities of electricity will be made available to the Contractor without charge. 7.5.� Use of existing toilet facilities in the immediate work area will be permitted.� The Contractor shall ensure facility cleanliness is maintained at all times to the extent of cleaning up after Contractor personnel only. 8. SERVICE SUMMARY/QUALITY ASSURANCE 8.1. The Government shall periodically inspect and evaluate the Contractor�s performance to ensure services are received IAW the terms and conditions of the contract.� The CO or Designated Government Representative (DGR) shall inspect by validating actual work performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with technical representatives, or otherwise inspecting the task or its results to determine whether or not performance the terms and conditions of the contract.� Performance Objective PWS Paragraph Performance Threshold Official Certification 2.2 100% of the officials shall have the correct certification for the sport officiating. Coach Meetings 4.5 100% compliance is required. Conduct Officials Duties 4. 100% compliance required. Pre-Game Meeting 4.1 95% compliance required. Official Uniform 4.2 100% of the officials shall be in the correct Uniform. Equipment Pick-up 4.3 100% compliance required. 8.2.� The CO or DGR shall utilize the Contractor�s work schedule or modified version thereof, to record validation results.� Results of the validation then become part of the Official Contract File.� When a performance threshold has not been met or has not been accomplished, the CO or DGR� shall initiate a Performance Assessment Report (PAR).� The Contractor shall respond to the PAR IAW instructions. 9. GENERAL INFORMATION 9.1.� Normal operating hours are 0730 to 1630 Monday through Friday, except for Federal holidays or when the installation is officially closed by the 366th FW Commander. 9.2.� Recognized Federal Holidays.� A minimum of eleven (11) paid holidays per year: New Year�s Day Martin Luther King Jr�s Birthday Washington�s Birthday Memorial Day Juneteenth Day Independence Day Labor Day Columbus Day Veteran�s Day Thanksgiving Day Christmas Day A contractor may substitute for any of the named holidays another day off with pay in accordance with a plan communicated to the employees involved. 9.3.� Work scheduled but not accomplished because of base closure due to exercises or real-world events shall be accomplished as soon as possible after base reopening.� 9.4.� Contractor shall appoint in writing to the CO within 10 business days following contract award a contract manager and alternate(s).� Any changes to this letter of appointment shall be provided to the CO within three (3) business days.� These individual(s) shall be responsible for contract performance IAW the PWS.� The contract manager or alternate shall have full authority to act for the contractor on all contract matters.� The name of this person, and an alternate or alternates, will act for the contractor when the primary is absent. 9.5.� All Contractor personnel must present a neat appearance and be easily recognized as contractor employees.� This may be accomplished by wearing contractor-furnished clothing bearing the company name and/or logo.� 9.6.� The Contractor shall identify himself as a Contractor in meetings, telephone conversations, and e-mails and in any correspondence with the Government. 9.7.� All employees shall fluently read, write, speak, and understand the English language. 9.8.� The Government is authorized to restrict employment under the contract of any Contractor employee or prospective contractor employee who is identified as a potential threat to the health, safety, security, general wellbeing, or operational mission of the installation and its population. 9.9.� Contractor Registration of Vehicles on Mountain Home AFB:� All contractor or contractor employees� vehicles used for the performance of this contract shall comply with all local, state and federal regulations.� Additionally, any pass shall be surrendered to Security Forces upon demand to positively identify a person�s need to be on Mountain Home AFB. 9.10. If the contractor is denied access to the base, it is the contractor�s responsibility to notify the base DGR as soon as possible and to substitute in a timely manner at no additional cost to the Government.�� 9.11.� The Contractor must comply with Health Protection Condition (HPCON) level at all times.� 9.12.� Property Protection:� The contractor shall safeguard all government-owned equipment and materials in his/her possession or use. 10.0.� SECURITY REQUIREMENTS.� 10.1.� The Contractor shall provide a completed 366 SFS Form 30 for each employee requiring installation access to the CO within five (5) business days following contract award.� After approval, the CO shall notify the Contractor shall notify their employees they can now obtain their installation access ID at the MHAFB Main Gate Visitor�s Center.� 10.2.� The Contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires i.e. terminated for cause, retirement, etc. 10.3.� The Contractor and its employees shall comply with base traffic regulations. 10.4.� Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor owned vehicle or privately owned vehicle while on MHAFB. 10.5.� The Contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Action (FOIA) Program, requirements.� This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting and safeguarding For Official Use Only (FOUO) material. 10.6.� Contractor personnel shall report to an appropriate authority any information or circumstances which they are aware of and may pose a threat to the security of DoD personnel, Contractor personnel, resources, and classified or unclassified defense information.� Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment. 10.7.� The Contractor shall be responsible for safeguarding all government property.� At the end of each work period, all government facilities, equipment, and materials shall be secured.� 10.8� ANTITERRORISM REQUIREMENTS.� 10.8.1.� IAW DFARS 252.204-7004 and Department of Defense Instruction O-2000.16 Volume 1, DoD Antiterrorism (AT) Program Implementation, Contractor personnel who require routine physical access to MHAFB shall complete Level I Antiterrorism (AT) Awareness Training within 30 days of contract award and annually thereafter.� MHAFB routine physical access is defined as requiring physical access to MHAFB for more than consecutive 5 (five) days.� 10.8.2.� Contractor personnel embedded in a unit, shall complete initial Level I AT Training within 30 days following contract award, annually thereafter IAW the applicable unit AT program.� All Certificates of Completion shall be maintained by the Contractor and the Unit AT Representative (UATR).� 10.8.3.� Level I AT training shall be complete through a DoD-sponsored computer or web-based distance learning instruction, or under the instruction of a Level I AT Instructor. 10.8.4.� Contractor personnel can complete DoD Level I AT Training at https://jko.jten.mil/.� If the Contractor has personnel who can�t access the DoD Level I AT Training site, they shall notify the Contracting Officer Representative (COR) and the 366 FW Antiterrorism Office at (208) 828-6583 to arrange for access to the training site or to coordinate other Level I AT Training. 10.8.5.� Certificates of Completion of initial and annual training shall be maintained by the Contractor and be readily available so they can be reviewed by the Government when requested.� 10.8.6.� Contractor personnel assigned to (embedded in) a unit, will complete initial Level I AT Training within 30 days of requiring access to MHAFB, and annually thereafter IAW the unit AT program.� The Unit AT Representative (UATR) will track this training.� 10.8.7.� All personnel, to include contractors, on MHAFB shall comply with directed Force Protection Condition (FPCON) and AT measures, unless specifically exempted by the 366 FW Commander.� Contractor personnel shall submit requests for exceptions to FP/AT Measures through CO.� 10.8.8.� During periods of increased threat or raised FPCONs, Contractor access to MHAFB or specific parts may be limited or denied.� The CO or designated Government Representative will, when possible, notify Contractor personnel before the limitations or restrictions are implemented.� The local Contract Manager shall coordinate with the CO or designated Government Representative regarding any possible affects that limited or restricted access shall have on completion of contract terms and conditions.� 10.8.9.� During periods of increased threat or raised FPCONs, personnel, to include contractors, may be required to be escorted while on MHAFB.� While being escorted, personnel shall remain with their escort at all times.� If personnel become separated from their escort they shall remain where they are and notify the 366 SFS at 828-2256, 2257, or 2258. 11.0.� RECORDS MANAGEMENT.� 11.1.� All records, files, and documents, regardless of media (e.g., paper, electronic, etc.), as described in this PWS, which are the responsibility of the Contractor are the property of the Government and shall remain so upon termination or completion of the contract. 11.2.� The Contractor shall keep these item(s) current and maintain and dispose of them in accordance with the requirements established in AFI 33-322, Records Management Program, paragraph 10, AFMAN 33-363, paragraph 6.4, AFMAN 33-364, paragraph 2.10 and the Air Force Records Disposition Schedule which may be accessed from the following web address:� https://www.my/af.mil/afrims/afrims/afrims/rims.cfm.4 11.3.� Records shall be turned over to the Government upon completion of the contract unless otherwise stated.� All records are subject to the Freedom of Information and Privacy Act. 12.0.� INSURANCE:� 12.1.� Workman's Compensation and Employers Liability Insurance as required by law except this contract is to be performed in a state which does not require or permit private insurance, then compliance with the statutory or administrative requirements in any such state will be satisfactory.� The required Workmen's compensation insurance shall extend to cover employer's liability for accidental bodily injury or death and for occupational diseases with a minimum liability limit of $100,000.00. 12.2.� General liability insurance to cover bodily injury liability insurance, in the minimum limits of $500,000.00 per occurrence shall be required on the comprehensive form of policy. 12.3.� Automobile insurance shall be required on the comprehensive form of policy and shall provide bodily injury liability and property damage liability covering the operation of all automobile used in connection with the performance of the contract.� At least the minimum limits of $200,000.00 per person and $500,000.00 per occurrence for bodily injury and $20,000 per occurrence for property damage shall be required.""
