Description
Ship Haul Out for National Historic Steam Tug Hercules - SAFR 255399, 317929, 215088, 215090, and 215091 (i) This is an amendment 0003 issued to a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This amendment is to provide answers to questions submitted during site visit, provide the Sign In Sheet, and extend the RFQ due date from August 8, 2022 to August 15, 2022. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. (ii) This solicitation is issued as Request for Quote #140P8620Q0058 (iii) The solicitation, provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. (iv) The proposed contract is 100% set-aside for small business concerns. NAICS code: 336611, Small business size standard: 1,250 employees. All responsible small business concerns may submit a quote which shall be considered by the National Park Service (NPS). (v) Refer to the price schedule for a list of line item number(s) and items, quantities, and units of measure, (including option(s), if applicable). (vi) Description of requirements for each line item: Reference the attached Scope of Work and attachments. This Request for Quote consists of the following attached documents: 1) Steam Tug Hercules Docking Plan, 1997 and Blocking Plan, 2009 2) Structural Rehabilitation Recommendations - Initial Survey Report, February 2021 3) TOMAC NDT Services, Inc. Report, 2001 4) DDE Drawings 20030-20 and 20030-30 5) Hercules Asbestos and Lead Sample Plan & Results, 2020 6) USCG Navigation and Inspection Circular 7-01 Procedures for Hull Inspection and Repair on Vessels built of Riveted Construction dated 9 October 2001. 7) Hercules NPS Drawings 8) Hercules Cathodic Protections System Drawings 9) Hercules Stern Tube Bushing and Tail Shaft Drawings 10) USCG Marine Safety and Security Information Bulletin (MSIB) 13-01, Dead Ship Tow Guidelines 11) Scope of Work and Specifications 12) Contract Price Schedule 13) SCA Wage Determination 14) Memo Certification of Vaccination Form 15) Certification of Vaccination Form (vii) Date(s) and place(s) of delivery and acceptance and FOB point: Period of Performance: The contractor shall commence all work upon award and shall complete all work as specified in the attached RFQ. (viii) FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provision can be accessed at https://www.acquisition.gov/browsefar. In addition to the requirements noted in 52.212-1; quotes shall contain the documents and information noted below. (ix) FAR provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The provision can be accessed at https://www.acquisition.gov/browsefar. The specific evaluation criteria to be included in paragraph (a) of the provision are noted below. (x) FAR provision 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this acquisition. Quoters shall complete provision 52.212-3 at the Government's System for Award Management (SAM), https://www.sam.gov/content/home. (xi) FAR clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Refer to attachment for a full listing of clauses applicable to this RFQ and the resultant purchase order. (xii) FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. Refer to attachment for a full listing of clauses applicable to this RFQ and the resultant purchase order. (xiii) Additional contract requirement(s) or terms and conditions: a) Contract Type: Firm fixed price b) Applicable FAR Parts: This acquisition is being conducted per the procedures authorized by FAR Parts 12 and 13. c) Wage determination: The attached wage determination WD 2015-5637 (Rev. 21) dated 03/15/2022 applies to this RFQ and the subsequent contract. d) Clauses: The attached contract clauses apply to this RFQ and the subsequent contract. e) Pre-proposal Site Visit: The Government strongly encourages, but does not require, Quoters to visit the work site prior to submitting a proposal. The Government will conduct only the one site visit and quoters that miss the scheduled site visit will have no other opportunities to visit the work site prior to the date quotes are due. Date & Time: Monday, July 25, at 2:00 PDT Location: Attendees shall meet at Hyde Street Pier, 2905 Hyde Street, San Francisco CA 94109 RSVP: All attendees must RSVP in writing to Contracting Officer, Liset Gomez at Liset_Gomez@nps.gov by no later than 3 business days prior to the date of the scheduled site visit. RSVP shall include company name, primary contact name, contact's phone number, contact's e-mail address, anticipated number of attendees. Other Information: The Government strongly encourages contractors who will be attending the pre-proposal site visit check weather & road conditions before leaving their home office. f) Required Quote Submittal Contents: 1) SF-1449: Complete all sections of the form as appropriate 2) Price Schedule: Provide pricing for all line items shown on the price schedule contained on the Quote Form. 3) Acknowledgement of all government-issued amendments. Acknowledge using the SF30 Form. 4) Response to Other Evaluation Factors: Provide responses to all evaluation factors noted below. 5) Quoters must provide representation and certification of provision 52.229-11, Tax on Certain Foreign Procurements�Notice and Representation. g) Evaluation Criteria: Refer to the evaluation factors and methods noted below. Evaluation Factors 1. Technical Approach. The offeror shall submit as part of their proposal an explanation of the techniques, processes and schedule they propose to meet the project requirements. The technical approach will show: a. The offeror�s facility layout and a listing of necessary equipment. b. The sequencing of events, material acquisition, fabrication and installations. c. The proposed sourcing and evaluating factors for materials, specifically with regard to the steel rivets. d. The proposed techniques to be employed in constructing and installing new or replacement components. Specifically riveting, plate bending and shaping and weld procedures. 2. Relevant Experience. Experience is the direct and substantial participation in comparable projects, including, but not limited to: a. Demonstrated experience in restoration and maintenance of historic round bottomed, riveted, lapped plate steel steam ships within the prescription of The Secretary of the Interior�s Standards for Historic Vessel Preservation Projects including traditional watertight hot riveting, manufacture of all sub-components including, but not limited to, deck and hull plating, deck houses, structural steel elements of the hull, as well as restoration of historic ship�s machinery such as windlasses and capstans. The offeror will provide a listing of successful projects involving the design, fabrication and installation of historic steel steam ship hull plates, rivets and components. b. Demonstrated experience implementing and monitoring safe work practices. The offeror should provide documentation of its safety record on projects that have involved work on historic ships. The information shall demonstrate how safe work practices are monitored and what corrective procedures were implemented, if applicable. c. Demonstrated experience with maintenance and repair ship projects in locations with limited or difficult access. Demonstrated experience should include evidence of successfully managing the scheduling and logistical challenges encountered in such a work location. d. Experience in effectively scheduling and overall management of similar projects involving multiple subcontractors, converging timelines, labor, materials, and equipment. e. Demonstrated experience using environmentally acceptable methods at job site and waste management with particular attention to jobs performed near or adjacent to waterways or other sensitive habitats. 3. Past Performance. Quoters shall provide contact information for the contracts noted under the Relevant Experience evaluation factor above. Past performance is a measure of the degree to which the contractor has satisfied its customers in the past. The NPS may evaluate Quoters' past performance by contacting references provided by the quoter; the Government's knowledge of Quoter's past performance; and/or references obtained from any other source. The Government reserves the right to limit the number of references it ultimately contacts and to contact references or use sources other than those provided by Quoters to obtain information related to past performance. Other sources include, but are not limited to, the Past Performance Information Retrieval System; Federal, State, or local governmental agencies; and private sector businesses. 4. Qualifications and Experience of Key Personnel and subcontractors. The Government will evaluate key personnel qualifications and experience based on scope, magnitude, length of time and relevance to the work that will be required under this contract. a. Experience in the conversion of historic plans and physical examples into new design drawings and fabrication and installation of components that are accurate reproductions of the originals in materials, fit and finish. Experience in managing all aspects of restoration and maintenance projects on an historic ship while maintaining schedule and cost control as demonstrated by past projects of similar scope. b. Experience in managing similar projects and maintaining schedules and logistics involving multiple sub-contractors and converging timelines as demonstrated by past performance. c. Experience in managing projects within a required Safety Plan, OSHA and NEPA standards. d. Demonstrated experience and qualifications in similar projects as demonstrated by submitted resumes of education and past projects. 5. Price: Price will be evaluated inclusive of options. A price evaluation will be performed to determine the reasonableness of the proposed price. It is anticipated that the identified option lines may be exercised at the time of award. Price reasonableness will be determined considering, but not limited to the following: Other competitive prices received, comparison to the independent Government estimate, comparison to previous acquisition determined to be fair and reasonable. Evaluation Method It is anticipated that the Government will award a firm fixed price Order based on the best value determination in accordance with the terms and conditions and conforms to the requirements contained in this RFQ. In order to determine best value, the following evaluation factors will be reviewed: Technical Approach, Relevant Experience, Past Performance, Qualifications and Experience of Key Personnel and subcontractors and Price. a) Technical and past performance, when combined, are approximately equal to cost or price. The Government may elect to accept other than the lowest priced proposal when the perceived benefits of a higher priced proposal merit the additional cost. b) Each of the non-price factors is approximately equal in importance.
