- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH), National Institute of Mental Health (NIMH), requires a one year �all-inclusive� service agreement for the CTF Magnetoencephalography (MEG) system. The CTF MEG� system was purchased from VSM MedTech System, Inc. and installed in 2002. The system has been under a full-service maintenance contract that has been renewed each year since 2002. VSM MedTech reorganized several years ago as CTF MEG International Services (MISL) and has all the proprietary rights to the CTF MEG system. The Magnetoencephalography (MEG) Core Facility operates a 275 channel whole head CTF MEG system as a shared resource for the Intramural Research Program of NIMH as well as other institutes. MEG, magnetoencephalography, is a sophisticated technique allowing high resolution recording of brain activity and as such forms a vital part of the neuroimaging research program. The instrument is in full time use by over 40 investigators as part of the program mission of the institutes. In order to ensure availability of the system and reliability of patient data a full-time maintenance contract is essential. Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work. NIH requires a CTG MEG International Services �All-inclusive� service agreement to maintain the operational integrity of the NIMH Core Facility CTF MEG System. The contractor shall provide all resources necessary to accomplish the tasks and deliverables described in the attached MEG Service Agreement document. A one year �All-inclusive� service agreement to maintain the operational integrity of the NIMH Core Facility CTF MEG System. This is a request is for a follow-on contract of the current contract award 75N95021P00344 which ends Sept 15, 2022. CTF MEG International Services, Inc. has provided the service contract for Sept 16, 2021, to Sept 15, 2022 Based on the unique requirements of this need it has been determined that the vendor needs to have established expertise and a strong working knowledge of this system and all of is components to ensure that the need for an �all-inclusive� service agreement be satisfied, and the machine be kept in the best working condition as possible. NIMH intends to make this award to CTF MEG Neuro Innovations Inc. Unit 7 68 Schooner Street, Coquitlam, BC Canada V3K 7B1 UEI: RRBNJAQL5Y18 �As such, no other vendor can provide the Government with the established expertise in health and healthcare marketing with a specialty in diverse global cultures. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
