- Description
- The purpose of this notice is to issue a draft solicitation W900KK-22-R-0031 for the Medical Instructor Operator Support Services (MIOSS) requirement. The deadline to submit questions or comments on the solicitation is 26 August 2022 at 03:00 PM Eastern Daylight Time. Responses received after the established deadline may not be considered. Format of question submission shall be consistent with the question format outline in the list of attachments, Attachment 06- MIOSS RFP Clarification Form. The Government intends to issue a Firm-Fixed-Priced (FFP) with Cost provisions Single Award Indefinite Delivery/Indefinite Quantity (SA-IDIQ) contract with a six month ordering period and four, one year options for the Medical, Instructor, Operator Support Services (MIOSS) acquisition. The contract shall provide instructor and operator (I/O) services in support the Medical Simulation Training Centers (MSTC). MSTC is a standardized family of medical training components that facilitate immersive and rigorous training in Tactical Combat Casualty Care (TCCC). The MSTC training components include a computerized bleed-breathe mannequin that is weighted and airway equipped, partial task trainers and associated equipment. Enabling technology includes audiovisual enhancements, camera surveillance capability, computer labs, and control rooms with a remotely managed training platform. MMAST's program mission is to develop and use advanced learning technologies and methodologies to improve medical education and training for healthcare teams and patients, for the purpose of improving healthcare outcomes. These services are focused solely on education and training efforts, and do not involve the direct evaluation or hands-on treatment of live human patients. This procurement is a Small Business set-aside under the North American Industry Classification System (NAICS) 541990 - All Other Professional, Scientific, and Technical Services, with an associated size standard of $15M average annual revenue over three fiscal years. In accordance with FAR 19.811-3(e), the FAR Clause 52.219-14, Limitations on Subcontracting, will be included in the contract to be awarded. This synopsis is provided for informational purposes and is not considered a request for quote. The offer due date will be stated in the solicitation. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95.
