Description
The U.S. Army Corps of Engineers, Detroit District, is solicitating an Invitation for Bids to award a single firm fixed-price construction contract for the Battle Creek USMC Dam Improvement Project located in Battle Creek, MI. Work for the project will entail removal of tree and brush vegetation. Approximately 60 trees between 8"" and 12"" in diameter (DIA), 40 trees between 12"" and 24"" in DIA, and 5 trees between 30"" and 36"" in DIA exist in this region. The rest of the vegetation consists of trees smaller than 6"" in DIA and brush. Tree stumps are to be ground down to 6"" below the ground surface and all removed vegetation and chippings shall be disposed of off-site or stock-pilled on site for Marine Corps use as permitted in the contract documents. Cavities in the embankment shall be filled with sand and compacted. Disturbed areas of the dam shall be seeded, and grassy vegetation established. Additional work for the project includes placing gravel along the north crest, grading around the inlet pipe, decommissioning the groundwater well, pump, and electrical accessories, and video inspecting and relining the inlet and outlet pipes of the principal outlet structure. Decommissioning the groundwater and monitoring wells will include placing sand in the well casings, tamping it down in lifts, cutting off the well casing 3 ft below the ground surface, and then burying with sand. Decommissioning the pump includes removing the pump from the well casing and disposing of it, removing the electrical panel, meter box equipment, and the underground conduit between the panel and the pump. Removal of 4 utility poles along the north embankment, the groundwater pump transformer and meter box, and approximately 1150 feet of electric lines by Consumers Energy. Optional work includes Cured-in-place Concrete lining of the 15-foot-long intake pipe (Option 1) and the 60 foot long outlet pipe (Option 2) depending on the condition of the pipes identified by the TV inspection. The work is required to be completed by November 30, 2023. This project is set aside for 100% for Small Business. The North American Industrial Classification System (NAICS) code is 238910, Site Preparation Contractors, with a size standard of $16.5 Million in average annual receipts. The magnitude of construction is between $500,000 and $1 Million. This project includes a sole source requirement for Consumers Energy to remove the �4 utility poles and the associated electrical lines. �The Justification & Approval �for this requirement is included in this posting. An Organized Site Visit will be held on August 24. 2022 at 10:00 AM (Eastern Time). Participated will meet at 101 Base Avenue, Springfield, MI. In order to attend the site visit, contractors are required to �contract Hannah Bashore at Hannah.L.Bashore@usace.army.mil or 313-404-3211 no later than 24 hours before the date/time and will be required to provide the names of attendees. The solicitation package materials, documents, drawings, specifications, and attachments to the anticipated solicitation are only available only electronically via SAM.gov. Please note that the Government will not be maintaining a list of interested vendors during the solicitation period. In order for interested Contractors to conduct business with the Federal Government, Contractors must be registered in the System for Award Management (SAM) prior to submission of proposals. Contractors can access SAM for free at www.sam.gov.
