COMBINED SYNOPSIS/SOLICIATION �COMBO�: Access Control system to include a new vindicator system and vault door Bldg 4413 � F1P12B2133AW01 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation F1P12B2133AW01 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07 effective 10 August 2022. The DFARS provisions and clauses are those in effect to DPN 20220623 effective 23 June 2022. The AFFARS provisions and clauses are those in effect to AFAC 2022-0701 effective 1 July 2022. This is under Total Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 334290 with a small business size standard of 750 employees. Davis Monthan Air Force Base intends to award a firm-fixed price contract for the following: CLIN 0001 � Access Control System to include a new vindicator system and vault door; Bldg 4413; IAW Performance Work Statement dated Aug 11, 2022. Place of Performance is Davis-Monthan AFB Tucson AZ Attachments: PWS � 355th Operations Support Squadron Access Control System Project � Aug 11, 2022 Provisions and Clauses Wage Determination #2015-5473 Rev 17 Delivery shall be FOB Destination. The government will place an order with the offeror whose quote meets lowest price and technical acceptability. Technical acceptability is defined and referred to within this solicitation document as the offeror�s capability statement to meet the defined salient characteristics of the product or service. The Government intends to evaluate offers and award without discussion, but reserves the right to conduct discussions. Therefore, the offeror�s initial offer should contain the offeror�s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. The site-visit shall be conducted on Tuesday, 23 August 2022 at 1000, Arizona Local Time. Interested parties who would like to attend must notify the Points of Contact no later than (NLT) Friday, 19 August 2022 by 1200. Site visit attendees shall meet at the Davis-Monthan Air Force Base Visitor�s Center outside of the Craycroft Road gate at no later than 0930 in a non-commercial vehicle. In order to gain access to the installation, all site visit attendees must bring current driver�s license identification, current vehicle registration, current vehicle insurance, and personal social security number. Important Dates/Times (All Times are Arizona Local Time) All questions shall be submitted by 25 August 2022, 12:00 pm. All answers will be posted by 30 August 2022, 10:00 pm. All quotes must be submitted by 2 Sep 2022, 09:00 am. � It is the responsibility of the offeror to review the posting for any changes or amendments that may occur concerning this RFQ. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.� ??????(d)?Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender�s request and expense, unless they are destroyed during preaward testing.� ??????(e)?Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with FAR?subpart? 4.10), or alternative?commercial products?or?commercial services?for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.� ??????(f)?Late submissions, modifications, revisions, and withdrawals of offers.� (1)?Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. The Government intends to evaluate offers and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.� FAR 52.212-2 Evaluation -- Commercial Products and Commercial Services (Nov 2021) is hereby incorporated by reference, with the same force and effect as if it were given in full text. The following have been tailored to this procurement and are hereby added via addenda:� (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:� �� (i) technical capability of the service offered to meet the Government requirement;� (ii) price;� The lowest priced offer will be evaluated for technical acceptability.� If found technically acceptable award will be made without further consideration.� If found technically unacceptable the government will evaluate the next lowest offer for technical acceptability until award can be made to the lowest priced technically acceptable offeror.� Past Performance will not be evaluated.� Therefore, the offeror�s initial offer should contain the offeror�s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.� This will be a lowest price technically acceptable purchase. Technical acceptability � at a minimum � will consist of meeting all characteristics, including those above and all items listed in Attachment 1 (Performance of Work Statement).� (x) Each offeror shall include a completed copy of the provision at FAR 52.212-3 and Alternate I, Offeror Representations and Certifications--Commercial Items (Nov 2021)� (xi) The clause at FAR 52.212-4, Contract Terms and Conditions � Commercial Items (Nov 2021), is hereby incorporated by reference, with the same force and effect as if it were given in full text.� (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders � Commercial Products and Commercial Services (Jan 2022), is hereby incorporated by reference, with the same force and effect as if it were given in full text.�� This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text.
