- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items and was prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13.5, and supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both beta.SAM (https://beta.sam.gov/) and NECO (https://www.neco.navy.mil/). The RFQ is N0018922QZ810. The solicitation documents and incorporates provisions and clauses in effect through FAC 2022-06 and DFARS Publication Notice 20220428. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov. The NAICS code is 513130 and the Small Business Size Standard is 1,000 employees. NAVSUP FLC Norfolk Contracting Department Philadelphia Office located at 700 Robbins Ave Building 2B Philadelphia PA hereby provides notice of its intent to award a sole source, firm-fixed price (FFP) contract. The Government intends to solicit and negotiate the instant procurement on a sole source basis to Pearson Education, Inc., a large business of Hoboken, NJ (CAGE Code: 3A8R6) pursuant to the procedures of FAR Part 12 and Subpart 13.5. The sole source nature of this requirement is based on the determination that Pearson Education is the only vendor that can produce and deliver the Ethics and Moral Reasoning for Naval Leaders, 1st Edition textbook as they own the copyrights. The requirement is being processed on behalf of the United States Naval Service Training Command (NSTC). This notice of intent is not a request for competitive proposals however, responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The contractor is to provide the support required to provide the materials below. FOB Destination applies. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. A Government technical point of contact for delivery will be provided at time of contract award. - CLIN 0001 - Ethics and Moral Reasoning for Naval Leaders Textbook - 2,850 Each The anticipated delivery date is 45 days from date of contract award. See Attachment I for the provisions and clauses that are applicable to this requirement. Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. The announcement will close at 12:00pm EST on 17 August 2022.
