Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) SAM Unique Entity ID Number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUB Zone, Women Owned Small Business, Small disadvantaged business, Small Business HUB Zone business, or Other than Small Business, and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below: The Long Beach VA Health Care System (VALB) located at 5901 E. 7th St, Long Beach, California, 90822, has a requirement for Advanced life support (ALS) Ambulance transportation and Critical Care Team (CCT) Ambulance services to Veteran patients for the Veterans Affairs Long Beach Healthcare System (VALBHS) twenty-four (24) hours a day, seven (7) days a week including holidays as requested by the Government. Important information: The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 621910 ($20.0 Million). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). Additionally, all Service-Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at https://www.vip.vetbiz.gov. All interested Offerors should submit information by e-mail to: timothy.harris5@va.gov. All information submissions to be marked Attn: Timothy M. Harris, Contracting Specialist and should be received no later than 3:00 pm EST on August 29, 2022. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation will be published. AMBULANCE SERVICES LONG BEACH VA HEALTH CARE SYSTEM (VALB) GENERAL PROCEDURE The Contractor shall provide Advanced life support (ALS) Ambulance transportation and Critical Care Team (CCT) Ambulance services to Veteran patients for the Veterans Affairs Long Beach Healthcare System (VALBHS) twenty-four (24) hours a day, seven (7) days a week including holidays as requested by the Government. All services shall be provided in accordance with the terms, conditions and requirements as specified herein. The Contractor shall have a dispatch center which operates 24 hours per day, every day. This includes an office where employees manage vehicles and dispatch/send them where they are needed. Ambulances shall be on station within a 60-minute time span or sooner from the time the order is placed. Services shall routinely be provided to Veterans residing in the Long Beach, Los Angeles, San Diego, Imperial County, San Bernardino, Riverside, and Ventura counties. Ambulance services shall also be required less frequently in other counties within Southern California. The Contractors shall have the capability to acquire required licenses and permits to perform the required services in each of these counties and the state of California. All services shall be performed from the designated pick-up point to the drop-off location which may include the main Veterans Affairs Medical Centers (VAMCs), Community Based Out-Patient Clinic (CBOCs), Veterans homes, and other designated locations (e.g., nursing homes, other medical facilities, etc.).
