Description
This is a Request for Information (RFI) synopsis for written information only. This RFI references requirements related to two (2) previous RFIs, N68335-22-RFI-0090 and N68335-22-RFI-0198. The United States Navy (USN) and United States Marine Corps (USMC) have a requirement to perform off-aircraft performance testing on turbofan engines (F402, F404, F405, & F414), turboshaft engines (T64 & T700), and turboprop engines (T56-A-425, T56-A-427, T56-A-427A, T56-A-14 & T56-A- 16) across multiple Navy and Marine Corps aircraft tin both fixed and mobile shore based facilities worldwide. Additionally, turbofan engine test capability is required aboard all USN aircraft carriers and is performed on the carrier�s fantail. The Navy and Marine Corps currently have three (3) Engine Test Instrumentation (ETI) system variants to support turbofan, turboshaft and turboprop engines with unique Test Program Sets (TPSs) developed for each engine using National Instruments LabVIEW 2016. Information is sought from industry regarding replacement of 4U ruggedized computers for ETI testing. Each ETI system is currently composed of two 4U ruggedized computers. One computer is used for data acquisition and the other is used to run the engine type specific TPS software. Both computers will have the same configuration. Please provide the following information about any ETI capabilities or technologies either under development or that is a product or combination of products supplied by your company or organization to other Department of Defense (DoD) or foreign military services, Navy aircraft depots or commercial industry. We are requesting the following details for ETI computers for us to verify their capabilities to meet our needs: 1. A general description of your ETI computer. Projected lead times, rough order of magnitude, development, and production costs for a potential future acquisition. 2. A description of your approach and any supporting documentation that addresses the following key requirements: ETI Computers: a.�������� Chassis: i.��������� Dimensions: 4U rugged � 19� width, 17-21� depth ii.��������� Compatibility with Johnathan Engineered Solutions Corp rail slide system, cage code 05236 PN 1202540-P. b.�������� Hardware Interface Capabilities: i.��������� PCIe Slots � minimum six slots: minimum two slots at x4 bandwidth, and three slots at x1 bandwidth. ii.��������� Optical Drive � DVD R/W iii.�������� Two PS2 interfaces for keyboard and mouse. iv.�������� Two DB-9 serial interfaces v.�������� Two network interface RJ-45 Ethernet ports vi.�������� RJ110 hard drive carrier compatible (Drive Frame: P/N: 6652-5000-0500 Cage Code: 1VHR9) vii.������� Display Out � DVI and VGA viii.������ USB Ports � disabled or disconnected ix.�������� Wireless capabilities � all wireless capabilities disabled (Wi-Fi/Bluetooth) c.�������� Cybersecurity requirements i.��������� Compliance with cybersecurity requirements specified in DoDI 8500.01 d.�������� Hardware Specs: i.��������� Storage � SSD SATA 1 TB capacity ii.��������� Processor � Desktop processor equivalent to newest generation Intel Core i5 or better.� iii.�������� Graphics � CPU integrated iv.�������� RAM � minimum of 16 GB v.�������� Power supply � dual redundant e.�������� Specific Hardware Integration per ETI Computer i.��������� PCIe components listed will be assembled in accordance with NAVAIR ETI Computer assembly drawing, 3654AS250-1. ii.��������� The following will be procured by vendor in addition to each ETI Computer in accordance with NAVAIR ETI Computer assembly drawing, 3654AS250-1. Items not described in 3654AS250-1 will be kept in OEM packaging and shipped as part of assembly:� 1.�������� Two National Instruments PCIe-8361 (P/N: 779504-01), Cage Code: 64667 2.�������� One National Instruments VXI Chassis Slot 0 Controller VXI-8360T (P/N:780143-01), Cage Code: 64667 3.�������� One National Instruments VXI MXIe Cable (VXI-8360T Host Interface Cable, 7M) - P/N: 779500-07, Cage Code: 64667 4.�������� Two National Instruments PCIe-6320 (P/N: 781043-01), Cage Code: 64667 5.�������� Two National Instruments PCIe-6320 Cable (P/N: 192288-0R3), Cage Code: 64667 Companies must be able to source the parts through the Original Equipment Manufacturer National Instruments Corporation (Commercial and Government Entity Code 64667), or authorized distributors/resellers of National Instruments Corporations parts. 6.�������� One PCIe Serial Communication Card to be picked by vendor based on the following specification requirements: a.�������� 8 Channels of RS 232/422/485 b.�������� Supports all baud rate settings c.�������� Fast data transmission d.�������� Windows 10 and LabVIEW compatible e.�������� EFT and Surge Protection 7.�������� One PCIe Serial Communication Card Cable to be picked by vendor based on the following requirements a.�������� Able to interface with vendor chosen PCIe Serial Communication Card b.�������� Cable breaks out to 8 DB9 serial connectors iii.�������� Quality Assurance f.��������� Software Support (software will be licensed and installed by Government): i.��������� TPM 2.0 support for bitlocker encryption ii.��������� LabVIEW 2016 compatible iii.�������� Windows 10 SHB compatible 3. An overview of your approach to obsolescence management to ensure that any newly fielded ETI system would be sustainable and supportable over a minimum life cycle of ten (10) to fifteen (15) years. 4. An overview of the suitability of your existing or planned ETI computer to be operated and maintained in the Fleet intermediate maintenance level environment both ashore and afloat. Please provide results of any environmental, electromagnetic interference, shock or vibration testing that your ETI equipment has undergone. These minimum requirements shall be met: Environmental Requirements: Shock: 10G 11 millisecond duration Vibration: Resonance Survey at 1 G, 5 to 100 Hz, 3 Axis, Random 5 to 100 Hz, 15 minutes per axis, all 3 axis Operating Temp: 0 deg C to 50 deg C Mean Time Before Failure: 15000 hours Mean Time To Repair: 30 minutes 5. An overview of your ETI Computer support maintenance philosophy including any maintenance manuals if available to support an organic maintenance strategy or service support agreements or Performance maintenance strategy or service support agreements or Performance Based Logistics (PBL) support contracts for a contractor maintenance strategy. 6. If applicable, provide information about any DoD contracts for your ETI products and what, if any, data products were developed and provided to the government. Any commercial contracts or testimonials are also welcome. Please provide points of contact for any of these references. 7. Provide any pertinent product datasheets. Provide visuals on chassis form, fit, and mounting capabilities. 8. Provide any additional information you think would be useful to consider in this RFI. Provide information about your company/organization including a brief description of your company/organization whether you are a small or large business, 8A status, hub zone status, veteran/women owned status. It is requested that information be submitted NO LATER THAN 19 August 2022. The Government WILL NOT PAY for any information received in response to this RFI nor will the Government compensate any respondent with costs incurred in developing the information provided to the Government. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend.
