- Description
- The Department of Homeland Security (�DHS� or Sponsor�) and the Metropolitan Transportation Authority, on behalf of itself, its subsidiaries and affiliates (the �MTA� or �Collaborator�) (each referred to as the �Party� and collectively referred to as the �Parties�) entered into a Cooperative Research and Development Agreement (CRADA) (�Agreement�) No. 21-MCS-001 under the authority of the U.S. Federal Technology Transfer Act of 1986 (codified at 15 U.S.C. � 3710a) as of February 19, 2021.� The purpose of that CRADA is to facilitate the establishment, operation, and evaluation of a chemical and biological defense testbed in the New York City subway, in coordination with the New York City Transit Authority, an affiliated agency of the MTA (NYCT). That activity will support a determination of cost/performance of a sensor architecture that enables more rapid determination, mitigation and decision actions in the event of a potential chemical-biological agent event in the MTA System. DHS and its Contractors will analyze collected spectral and performance data and provide regular updates and summary briefings to the MTA (at least quarterly).� � The purpose of this work is to test and evaluate selected vendor (�Collaborator�) Collaborator�s candidate technology in the DHS Chemical and Biological Defense Testbed (the �testbed�) located in the New York City subway. The candidate technology may include, for example, chemical sensing technology, biological sensing technology, and/or aerosol mitigation technology, and may include various equipment and/or software (Collaborator�s technology, hereafter).
