- Description
- This is a Sources Sought Synopsis announcement for information only, to be used for market research and preliminary planning purposes.� No proposals are being requested or accepted with this synopsis. This is not a solicitation or a request for proposal (RFP) and no contract shall be awarded from this synopsis.� No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of interested U.S. Architect-Engineering (A-E) firms who have demonstrated capabilities in meeting the project description listed below, and to address any questions, recommendations, or concerns from Industry.� Responses to this Sources Sought Synopsis will be used by the Government to make appropriate acquisition planning decisions. The proposed work will be performed under the following North American Industry Classification (NAICS) codes: 541310 for Architectural Services and 541330 for Engineering Services. The U.S. Army Corps of Engineers, Seattle District (NWS) anticipates soliciting and awarding one (1) Indefinite Delivery Indefinite Quantity (IDIQ) contract under PL 92-582 (the Brooks Act) and FAR Part 36 procurement procedures. Both large and small business A-E firms are encouraged to respond to this Sources Sought announcement. . For the purposes of this procurement, a firm is a small business if its annual gross revenue, taken the last 3 fiscal years, does not exceed $11M for NAICS code 541310 and $22.5M for NAICS code 541330 Engineering Services. Firms will be selected for negotiations based on demonstrated competence and qualifications for the required work. The anticipated IDIQ will consist of a five (5) year period. The total capacity is anticipated to be $10,000,000 for the life of the contract. Description of Project:� The anticipated IDIQ A-E contract is meant to satisfy requirements primarily in support of the Seattle District�s Regional Master Planning Support Center (Washington, Oregon, Idaho, Montana, and/or areas across the NWS district). However, this contract may also be utilized anywhere within the Northwestern Division (NWD) area of responsibility in support of military and civil programs. Projects may support a variety of military installations, Federal agencies, and civil work entities where the USACE is otherwise authorized to respond, to include Federal, State and Local Governments. The work anticipated to be acquired under the IDIQ contract is expected to include award of task orders for A-E services relating to multi-disciplinary engineering and planning services to furnish master planning end products. Interested firms are expected to be able to provide all necessary disciplines and/or specialties (either in-house or through partners/sub-consultants) to support USACE missions. A-E services may be required from the following disciplines (with professional registration where applicable) including but not limited to: Project Managers, Master Planners, Civil Engineers, Architects, Landscape Architects, Facilitators, Surveyors, and Cost Engineers.� Examples of work requirement deliverables in accordance with UFC 2-100-01 that may be required under this contract include but are not limited to: Vision Plans, Master Plans, Installation Development Plans, Area or District Development Plans, Installation Energy and Water Plans, Project Definition Reports, Energy Plans, Basic Facility Requirements documents, Planning Standards, Programmatic Document Development, Real Property Master Plans, Sustainable Planning, Resiliency Planning Healthy Community Planning, Defensive Planning, Capacity Planning, Network Planning, Form-Based Planning, Facility Standardization, Plan-Based Programming and Design Services associated with Master Planning. RESPONSE REQUIREMENT: Responses to this Sources Sought shall be limited to 5-pages and shall include the following information: Interested Firm�s name, address, point of contact, phone number, and email address. Interested Firm�s business classification (i.e., small business, small-disadvantaged business, woman-owned small business, historically underutilized business zone, 8(a) program, or other than small business). A brief description of the interested firm's capability to perform a requirement of similar magnitude and complexity to the work described above. Brief description shall demonstrate the interested firm�s ability to provide a team of qualified and experienced A-E personnel to perform the work; manage disciplines; as well as capacity to execute multiple task orders simultaneously. Identifying any previous or current IDIQ contracts involving similar work/magnitude is encouraged. Demonstrated experience on previous projects of similar scope and complexity. Project experience description should include contract number and/or project title, location, and general description of the A-E Services to demonstrate relevance to Master Planning projects (military master planning preferred). Description should also include the interested firms' role in the project, and dollar value of contract. Include a quantifiable amount (percentage) of the project your company contributed to the overall scope of work. Provide at least three (3) examples. Offerors shall NOT submit an SF330 in response to this Sources Sought announcement. Submission of interest is not a prerequisite to any potential future offerings, but participation will assist NWS in identifying sources with required capabilities. If a solicitation is released, it will be synopsized on SAM.gov ONLY. Interested offerors shall respond to this Sources Sought no later than 1500 hours, Pacific Standard Time, on 26 AUG 2022.
