Description
Description: A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZone, 8A, Woman-Owned Small Business or Service-Disabled-Veteran-Owned Small Business and you are interested in this project please respond appropriately. The proposed project is to provide Architect/Engineering (A/E) services and produce four design packages for the four projects located on Ft Bliss, TX. After design award, there will be a need for the AE to support construction efforts through technical responses of RFIs (request for information) and submittals. The projects to be incorporated into this contract award are outlined below. Project 1: Install a power resilient natural gas (NG) microgrid system for the Fort Bliss McGregor/Westbrook Ranges adjacent to the McGregor substation to support the mission critical buildings and training activities in the event of a power outage. This microgrid system includes the installation of a new 5 MW NG generator with weather housing, switchgear, advanced metering, pad, NG lines, electric line, SCADA (to include solar PV connections) fencing, to provide sufficient power to energize the ranges in the event of a power outage. The microgrid will provide a secure, reliable source of emergency power to the critical facilities at the McGregor/Westbrook ranges in the event of a long-term power outage and will avoid a potentially negative effect on the range�s operations. The new microgrid system should allow for future energy sources to be able to connect to this system. Construct a 5 MW NG microgrid and add natural gas pipeline adjacent to the McGregor substation to supply power to McGregor/Westbrook Ranges. By installing a power resilient microgrid system McGregor/Westbrook ranges will be able to perform critical training activities in the event of a power outage. Additionally, the microgrid will provide power to the McGregor and Westbrook ranges during a long lasting power failure. Project 2: Install a power resilient natural gas (NG) microgrid system at the Brigade Combat Teams (BCTs) area adjacent to the East Bliss BCTs susbstation to support the mission critical buildings/facilities in the event of a power outage. This microgrid system includes the installation of a new 5 MW NG generator with weather housing, switchgear, advanced metering, pad, NG lines, electric line, SCADA, fencing, to provide sufficient power to energize the BCTs in the event of a power outage.� The microgrid will provide a secure, reliable source of emergency power to the critical mission buildings/facilities at the BCTs in the event of a long term power outage and will avoid a potentially negative effect on the ranges operations. The new microgrid system should allow for future energy sources to be able to connect to this system. Construct a 5 MW NG microgrid and add natural gas pipeline adjacent to East Bliss, BCT susbstation to support the mission critical activities in the event of a power outage. By installing a power resilient microgrid system the mission critical buildings will be able to function in the event of a power outage. Additionally, the microgrid will provide power to the BCTs critical mission buildings during a long lasting power failure. Project 3: Install a power resilient microgrid system for buildings 20184A, 20184B, 20187, 20188, 20189 and 20190; which are part of the Fort Bliss Directorate of Plans, Training, Mobilization and Security Mission (DPTMS) Training Support Center, Simulation Compound. This microgrid system includes the installation of a new 8,000 KW natural gas (NG) generator with weather housing, switch gear, advanced metering, pad, NG lines, elec lines, SCADA, to provide sufficient power to energize the simulation compound in the event of a power outage. All six facilities / structures are on a US Government's own 11,000 KVA power line that runs south-west from the Minue Drive substation. The microgrid will include a switch to island the six facilities/ structures on the 11,000 KVA interconnecting power line. The microgrid will provide a secure, reliable source of emergency power to these critical facilities in the event of a long-term power outage and will avoid a potentially negative effect on the base operations. Construct a microgrid and add natural gas pipeline (demarcation primary vs. secondary) to supply power to mission critical assets. By installing a power resilient microgrid system, Fort Bliss will be able to continue to perform critical training simulation activities during a power outage and avoid mission failure. Project 4: Construct a microgrid to provide electricity to the Fort Bliss Railyard to support deployment and redeployment operations up to 14 days during a catastrophic power failure. Project will install a 1500kW/13,800V natural gas fueled, reciprocating, prime rated (not standby) generator, Paralleling Switchgear, and Sectionalizer Switch to provide electrical load to the Rail Operations Building (3621), Engine Maintenance Facility (3636), all Latrine buildings, and yard lighting via a microgrid. Project will require connection to the privatized electrical utility (PUP) system. Electrical Power PUP has signed the attached Micro-Grid Scheme-confirms PUP support. Project includes installation of microgrid control system to automatically monitor and control the microgrid, generator, paralleling switchgear, and sectionalizer switches. To prevent outside influence, the privatized utility provider will install fiber optic cable from the parallel switchgear controls directly to the sectionalizer switches � a closed restricted network owned by the privatized electrical utility provider with no ports for an internet connection. Also, the generator, parallel switchgear, and sectionalizer switches will not have an internet connection port. System cybersecurity requirements will be designed in accordance with UFC 4-010-06 ""Cybersecurity for Facility Related Control Systems�. ----- Contract duration per project is estimated at 1050 calendar days (Design is 330 days; Construction is 720 days). The estimated cost range for each associated construction contract is between $3,000,000 and $10,000,000. NAICS code is 541330[C1]�[W2]�. All interested Small Businesses, certified HUBZONE, 8A, Woman-Owned Small Businesses or Service-Disabled-Veteran-Owned Small Business contractors should respond to this survey by email on 09/12/2022 by 2:00 PM Eastern Standard Time. Responses should include: � 1. Identification and verification of the company�s small business status. 2. Contractor�s Unique Identifier Number and CAGE Code(s). 3. Descriptions of Experience � Interested A/E firms must provide no more than three (3) example projects with either greater than 60 percent construction completion. Each project must include the name, title, design team, e-mail address, and telephone number of at least one reference.� References may be used to verify project size, scope, dollar value, percentages and quality of performance. Example projects must be of similar size and scope.� a. Projects similar in scope to this project include: Projects for the design of new construction of Generation of Electricity Plants or Electricity Generation Technologies which include coordination with utility power. An IDIQ contract may be submitted only if a single task order could be considered similar to this project. Task orders may not be combined in order for the contract to be considered similar. b. Projects similar in size to this project include: Design of Generation Plants of at least 2 MW. c. Based on the information above, for each project submitted, include: Scope of the project: Description of the project including location, award amount, and Owner POC. Size of the project: Should be design for at least 2 MW Generation Plant. Current percentage of construction complete and the date when it was or will be completed. The percentage of design work that was self-performed as project and/or design services during construction. 4. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 50% of the cost of the contract, not including the cost of materials, with the firm�s own employees for general construction-type procurement.
