Description
The Department of State, Office of Acquisition Management, intends to procure, on a noncompetitive basis from Sikorsky Material Services LLC Succursal Colombia, the services described below. This notice is not a request for quotations and a solicitation will not be available. This acquisition will be conducted under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). Required Services Contractor shall provide maintenance level 2 and 3 on the UH-60 helicopters as required. Work must be performed in Colombia. Maintenance includes structural repairs or reinforcements, aircraft modifications and configuration changes, battle damage repairs, major components overhaul or upgrade, and special mission equipment overhaul and repair or upgrade. The contractor shall have all certifications of the capabilities to accomplish the different requirements. Authorized certifications accepted must be emitted by Sikorsky, US ARMY UHPO, or the FAA. Basis UH-60 helicopters used by INL foreign assistance programs in Colombia and regionally must be maintained IAW the regulations promulgated by the US Army and/or Sikorsky company. The only source for maintenance level 2-3 repairs within Colombia is the Sikorsky company with its main office at Tolemaida Army Base. There are no other entities in Colombia, or in nearby countries, that meet the certification standards. Outside of Colombia, the nearest country that has certified entities that can perform this level of work is the United States. In order to accomplish repairs within a timely manner, not allowing for shipment out and back to the United States which can take more than two months, the fastest method to keep these critical assets in flying condition is to use the resources from the Sikorsky company stationed in Colombia. Additionally, all parts sourced for repairs to the UH-60 must come from either the US Army or the Sikorsky company, neither of which allow outside sources to access their parts stream, and the program only accepts certified airworthy parts from either source, and no one else. Submission of Capability Statements All responsible sources may submit a capability statement which shall be considered by the Department. However, a determination to not compete this requirement based upon responses to this notice is solely within the discretion of the Government. The capability statement must address: Proposed work location in Colombia; Description of facilities, equipment, and special tooling available to perform required work; Description of workforce, to include qualifications, necessary to perform necessary repairs; Company certifications and local licenses; Describe your company�s access to required technical data; Describe your company�s access to OEM supply sources; and If OEM support is required, include a letter or other agreement from OEM detailing support to be provided in terms of 1) technical data and spare parts and 2) submission to the prime of pricing information, to include certified cost or pricing data. To be considered, responses to this notice must be received by the Department no later than 11:00 am local (Miami, FL) time on August 26, 2022. Responses and questions, if any, must be submitted via email to FernandezJM@state.gov. Telephone inquiries will not be accepted nor acknowledged. Any information submitted in response to this notice is strictly voluntary. The Government will not pay for costs incurred in responding to this notice.
