Description

The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with Rhode and Schwarz USA (Cage: 82199), located in Columbia, Maryland, on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for repair and calibration services for Rhode and Schwarz ZVA-67 Vector Network Analyzer, per for attached Statement of Work (SOW). Please review the attached SOW document for specific details to meet all Government requirements. This requirement is assigned a NAICS code of 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a small business size standard $22 million. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Rhode and Schwarz USA for this requirement. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued September 8, 2022. Any questions regarding this notice must be submitted in writing via email to aaron.ritter@nist.gov. All responses to this notice of intent must be submitted to aaron.ritter@nist.gov no later than the date and time provided herein this posting. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: Market research resulted in Rhode and Schwarz being the only vendor to provide repair and calibration serviced to their own name brand equipment. As a result, Rhode and Schwarz is the only one responsible source and no other type of repair and calibration services will satisfy NIST�s requirements.
