- The Naval Air Systems Command (NAVAIR) Direct and Time Sensitive Strike Program Office (PMA-242) plans to conduct an Industry Day event from 24 - 28 October 2022 for the demonstration of Commercially available off-the-shelf (COTS) Automated Shot Counters and/or Commercial Automated Shot Counters to assess a suitable Automated Shot Counter to meet PMA-242 GAU-21 and M197 capability, design, and operational requirements.� Note � While the anticipated dates for the event are 24 � 28 October 2022, based upon the number of responses received from companies with Automated Shot Counters meeting the minimum requirements detailed below, additional dates may be added for scheduling purposes. Background: There is currently no Shot Counter employed with the GAU-21 .50 Caliber Machine Gun or M197 20mm Machine Gun.� Rounds Counts are tracked by manually counting the rounds remaining after a mission.� The United States Navy (USN) desires to employ Automated Shot Counters with GAU-21 and M197 Machine Guns to accurately reflect rounds fired leading to decreased maintenance requirements and increased lifespan of the weapon systems. Requirements of Automated Shot Counter: The USN desires an Automated Shot Counter for GAU-21 .50 Caliber Machine Guns and M197 20mm Machine Guns that meet the following requirements: Measurement Rate:� Automated Shot Counter shall be able to measure rounds fired at rates from 1 to 1500 Rounds per Minute. User Interface: Automated Shot Counter shall not inhibit inflight removal and installation of the GAU-21 and M197 Weapon System. Automated Shot Counter Shall be maintenance free at Fleet operational and intermediate maintenance levels. Shot counter maintenance/reset shall occur at depot maintenance level. Automated Shot Counter shall not suffer adverse effects when being exposed to or submerged in cleaning solvents, lubricating oils, or water. Count Information: Automated Shot Counter shall be able to display rounds count either via built-in display or by an external reader. Automated Shot Counter shall maintain memory of at least 9,999,999 rounds. Automated Shot Counter shall be able to differentiate between rounds cycled through the guns without firing (dry fire) and rounds actually fired. Rounds counter shall have an accuracy rate of at least 99.5%. Power: Automated Shot Counter shall be battery operated. Batteries shall be COTS batteries qualified as Safe-For-Flight. Batteries shall be rechargeable. Batteries shall have a minimum battery life of 1 week between recharges. Weapons Interface: Automated Shot Counter shall not interfere with the weapon�s rate of fire, ability to fire, and shall not limit existing field of fire. Components designed to mount to weapon must remain attached throughout firing and flight. Automated Shot Counter mounting shall not modify existing weapon and must remain permanently installed on the weapon. Manufacturing: Automated Shot Counter shall be a COTS supply item or a commercial supply item with the ability to be installed on the GAU-21 .50 Caliber Machine Gun and M197 20mm Machine Gun. Interested Parties: Interested parties shall complete the following in order to attend: 1.� Product Information: Companies shall submit a presentation in Microsoft Power Point format to provide background on the product they plan to brief and demonstrate at the event.� This information shall be no more than 20 pages in length on 8.5 x 11 inch paper with one inch margins and font no smaller than 10 point Time New Roman.� This presentation shall also include a capability statement detailing the following: The type of work your company performed in the past in support of the same or similar requirement. Whether your company can or has delivered supplies of this nature. If your company can or has managed a team of subcontracts.� If so, please site contracts and teaming arrangements. What specific technical skills your company possess which ensures capability to provide the supplies. Statement including your company�s small/large business status (including socioeconomic status), company profile, CAGE Code, and UEI. For companies whose Automated Shot Counter does not meet the minimum requirements listed above, please include a background on your company�s Automated Shot Counter within your submission.� Please ensure the submission includes specific information as to how your company�s Automated Shot Counter does not meet the above minimum requirements. Companies shall submit this information no later than 5:00 PM Coordinated Universal Time (UTC) on 01 September 2022. The Government will review all presentation material received from companies and make a determination as to whether it would be mutually beneficial to extend an invite to the Industry Day event. 2.� List of Attendees Companies shall complete and submit the attached �Attendees List� and submit no later than 5:00 PM UTC on 01 September 2022. �Attendees shall also complete the attached SECNAV_5512_1_APPROVED FORM and bring a completed copy with them to the NSA Crane visitor center on the day of their meeting. Foreign National attendees are advised that in addition to the above requirement, all foreign visitor requests must be submitted through their respective country embassy for processing through the DoD Foreign Visit System (FVS) and the Navy International Program Office (NIPO).� Requests should be submitted at least 30 days prior to their proposed visit (certain countries may require 45 days or longer).� Upon notification from NIPO or FVS, a NSWC Crane Security POC will coordinate follow-on actions to insure timely and accurate completion. 3.� Demonstration Gun: Companies shall complete and submit the attached �Demonstration Gun� form indicating whether the company intends to utilize the USN provide guns and ammunition or provide their own.� This form shall be submitted no later than 5:00 PM UTC on 01 September 2022. Industry Day Event: The Industry Day event will feature one-on-one meetings with interested parties.� Each respondent will be allotted time for briefing their Automated Shot Counter and time for a live demonstration/range evaluation. 1.� Briefing: Interested parties will have the opportunity to present their Automated Shot Counter to the Government Team.� It is recommended that interested parties present the capabilities of their product, suggested maintenance requirements, add-on features, and the feasibility of utilizing the product on the GAU-21 .50 Caliber Machine Gun and M197 20mm Machine Gun. 2.� Live Demonstration/Range Evaluation: Interested parties will have the opportunity to perform a live fire demonstration of their product at the Naval Support Activity (NSA) Crane facility.� The USN will provide GAU-21, GAU-17, and M240D Machine Guns and ammunition for the demonstration.� In the event the Automated Shot Counter is not compatible with the one of these weapons, companies are encouraged to bring their own gun and ammunition necessary for the demonstration.� All companies shall complete and submit �the attached �Demonstration Gun� form indicating whether the company intends to utilize the USN� guns and ammunition or their own guns and ammunition in order to facilitate entry to NSA Crane.� For companies electing to bring their own guns and ammunition, the Government will provide additional instructions for access to NSA Crane when confirming the date for the company�s demonstration. Location: This event will be hosted by Naval Surface Warfare Center, Crane Division and conducted at NSA Crane, located in Crane, Indiana. Base Access: In addition to the above information, attached to this notice is an NSWC Crane Visitor Information for the Small Arms Weapons Systems Division. Submission Information: All required submissions shall be submitted to Tyler Summers at �tyler.m.summers2.civ@us.navy.mil no later than 5:00 PM UTC on 01 September 2022. Any information submitted in response to this Notice is submitted at no cost to the Government and will not be returned.� All costs associated with a company attending the Industry Day (including but not limited to Travel, Lodging, Meals, equipment, materials, etc.) are the responsibility of the company. � � � � � � � �
