- TAQ MAN Environmental PCR Master Mix-Whitney Genetics Lab, Onalaska, WI THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The U.S. Fish and Wildlife Service (USFWS), Joint Administrative Operations, Acquisition & Property Operations, Whitney Genetics Lab has a requirement for TAQ MAN Environmental PCR Master Mix. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate a firm fixed price contract with only one source under the authority of FAR 13.106-l(b) to the following company: Life Technologies Corporation 3175 Staley Road Grand Island, New York 14072 The anticipated period of performance is 09/01/2022 through 10/01/2022. The North American Industry Classification System (NAICS) code for this requirement is 325199 All Other Basic Organic Chemical Manufacturing and the small business size standard is 1250 employees. The purpose of this project is to obtain 75 x 20 mL aliquots of TaqMan environmental master mix from a single production lot. Expiration date for this lot should be no sooner than December 2023. The USFWS Quality Assurance Project Plan (QAPP) for eDNA Monitoring of Bighead and Silver carp has been ongoing at the Whitney Genetics Laboratory (WGL) since 2013. Through this program, the WGL conducts all the USFWS high throughput invasive carp environmental DNA testing for the Great Lakes and Mississippi River watersheds. All laboratory reagents for the carp eDNA monitoring program go through a strict validation process to ensure a high degree of reproducibility of qPCR results from one case to the next, and one year to the next. WGL staff conduct these reagent validations to ensure the best performing reagents are used by the laboratory. The qPCR markers developed and used in the WGL have been optimized with the Taqman Environmental Master Mix to be as efficient, reproducible, and sensitive as possible to deliver the highest standard of reliability of laboratory results. It is expensive and time consuming to conduct these validations, and in the history of the USFWS carp eDNA monitoring program, there has never been a comparable reagent that performs as well as TaqMan Environmental Master Mix in terms of reproducibility and reliability with the QAPP multiplex qPCR markers. WGL staff also have to ensure that there is no inhibition of the qPCR tests being run attributable to inhibitors in the environmental samples. This is accomplished by running inhibition controls during the reagent validation. Taqman Environmental Master Mix is the reagent that most effectively reduced false negatives in our qPCR assays during quality assurance validations based on the multiple validations conducted in the laboratory since 2013. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If any interested party believes they possess the required qualifications and can meet the above requirement within the needed period of performance, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
