- ***The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Regional Office (PIRO) along with the Pacific Islands Fisheries Science Center (PIFSC), Protected Species Division (PSD), Marine Turtle Biology Assessment Program (MTBAP) intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Wildlife Computers to procure the following: Qty. (6) SPLASH10-F-385A, Backmount, Custom, Standard Depth Range, Satellite Transmitter Tags This purchase is part of a long-term, ongoing tagging effort to collect data on the vertical and horizontal movement behaviors of marine turtles around the globe, with a specific focus on the Pacific Ocean. The telemetry satellite transmitter tags must be suitable for attachment to marine turtles. Tags must be able to collect, (i) ARGOS location, (ii) GPS location, (iii) dive depth, (iv) time at depth, (v) ambient temperature, (vi) time at temperature, (vii) haul-out information from wet-dry switches, and (viii) are completely programmable by the researcher with the ability to delay deployment and program tags before heading into the field Sinker - If the tag passes through 1400 meters of water depth, a mortality is inferred. *** The sole source determination is based on Wildlife Computers capability to meet the above requirements. All previous tags used in this research have been purchased with Wildlife Computers, as they are the sole manufacturer of the tags with the unique characteristics required to be integrated into our existing research program. Data collected from the tags will be used to compare multi-year data across the globe, so consistency among technologies is critical. If tags were purchased from any manufacturer other than Wildlife Computers, data storage and analysis would differ from current tag studies, impeding potential to compare data among various field sites. Delivery by September 30, 2022. The applicable Size Standard is North American Industry Classification System (NAICS) Code 334220, with a Small Business size standard of 1,250 employees. This is a simplified acquisition with an estimated value of less than $250,000.00 Total. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 7 DAYS AFTER PUBLICATION OF THIS NOTICE. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
