***NOAA'S ACQUISITION & GRANTS OFFICE, WESTERN ACQUISITION DIVISION-BOULDER, GLOBAL MONITORING LABORATORY (GML) INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH EKO INSTRUMENTS USA, INC OUT OF SAN JOSE, CALIFORNIA FOR SPECTRORADIOMETER EKO MS-711. ***THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S (NOAA) REQUIREMENT THAT EKO INSTRUMENTS USA, INC IS THE SOLE PROVIDER OF SPECTRORADIOMETER EKO MS-711. NOAA Global Monitoring Laboratory (GML) is in need of procuring an EKO MS-711 Spectroradiometer to provide solar spectral data that covers the UV, visible, and near-infrared ranges. In addition, there is also need for an EKO RSB-01 Rotating Shadow Band to be used with the MS-711 to allow spectral measurement of the three irradiance components: Direct Normal, Global Horizontal, and Diffuse Horizontal (DNI, GHI, DHI). The spectroradiometer must be rugged and self-contained to run outdoors. It must provide accurate irradiance measurement data within the spectral range from 300nm to 1100nm (UV-Visible-NIR). NOAA intends to install the requested spectroradiometers in the proposed SURFRAD sites to be built in the western U.S. during 2023, and for RADSYS systems to be built for field studies to facilitate improvements in representing clouds in NWP models. The EKO MS-711 is currently the only instrument on the market that can fulfill the requirements specified. There may be other instruments in development but they will not be available for some time. The EKO MS-711 is currently the only product on the market that provides solar spectral data that covers the UV, visible, and near-infrared ranges. It is also the only spectroradiometer that combines a rotating shadow-band to provide the three irradiance components: Direct Normal, Global Horizontal, and Diffuse Horizontal (DNI, GHI, DHI). A market review of available spectroradiometers has been conducted, and only one system meets required specifications. This is the EKO MS-711 with the RSB-01 Rotating Shadow Band. The nature of the required data demands a spectral irradiance system that meets or exceeds the following specifications and capabilities: � Must provide solar spectral data that covers the UV, visible, and near-infrared ranges. � Must allow the above measurements in the three irradiance components: Direct Normal, Global Horizontal, and Diffuse Horizontal (DNI, GHI, and DHI). � Must be a product currently on the market and deliverable in a timely fashion. � Must come with its own software to collect data and send commands remotely. � To be compatible with a shadow band it needs a fast response time. EKO is the only known vendor that currently supplies the spectroradiometric components to the strict specifications mentioned above. Eko instruments usa, inc has confirmed that these products are proprietary to their company, and there are no authorized resellers in the us. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
