- Notice of Intent to Sole Source Purchase of an air analysis system addition Government�s Notice of Intent to Sole Source: NAICS Code: 334516 Analytical Laboratory Instrument Manufacturing. The US Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with Entech Instruments, Inc., a firm fixed-price purchase order under Federal Acquisition Regulation (FAR) Part 8.4 Federal Supply Schedules for the purchase of 7200A Turnkey Preconcentrator for fast GC/GC-MS Analysis of Air Toxics. The item numbers and descriptions of the products and services are as follows: Item no. Once received these additions will be used to measure air toxicity using mini sampling canisters. This will allow the laboratory to increase the types of sampling devices supported for air analysis. The main objectives are to get the additions purchased, delivered, installed, configured, and checked-in to the EPA�s Region 6 Houston Laboratory. This acquisition involves the addition of equipment to an existing Entech autosampler and GCMS system to allow for the running of mini sampling canisters (1.4L) for air toxic analysis. This will allow the laboratory to increase the types of sampling devices supported for air analysis. No building modifications for equipment are necessary. As this is an addition to existing Entech air analysis equipment, only the same vendor system could be used. Entech Instruments is the exclusive distributor of all Entech equipment including but not limited to air toxicity analysis in the United States and Canada. Entech Instruments is also the sole authorized provider of on-site and remote support including manufacturer approved installation, training, repair services, live technical support and testing methodology needed for successful operation of said equipment. All replacement parts manufactured or marketed by Entech are compliant with original equipment manufacturer (OEM) specifications. Entech products and services are not sold through distributors domestically. The air analysis equipment is critical to the Region 6 Houston Laboratory to be able to expand the scope of air toxic analysis by increasing the types of samples that can be analyzed. The unique characteristics, features, and compatibility of this request best support the mission at the Houston Laboratory and is only available from this recommended vendor. These are the models of air analysis equipment currently owned by the Houston Laboratory. The Houston lab does not anticipate replacing this equipment with equivalents from another manufacturer in the foreseeable future. For these reasons, sourcing an air analysis equipment by another organization is not feasible. This task order is therefore being directed, without competition, to Entech Instruments, Inc. The circumstances permitting Other than Full and Open Competition at this time is FAR FAR 8.405-6(b)(1) Items peculiar to one manufacturer, only one responsible source and no other supplies or service will satisfy agency requirements. The intent of this notice is to state the Government�s intention to sole source this acquisition and to determine if any other source(s) exist. Therefore, no solicitation is available. All interested parties who believe they can provide the required product should 1) fully explain their capabilities and qualifications in writing and submit same via FedConnect, a government web portal, within 7 days from the date of this announcement; and 2) must submit itemized pricing that is sufficient to make a determination that competition is feasible. Consequently, any responder(s) failing to provide the aforementioned data but instead choosing merely to submit a routine letter requesting a copy of the solicitation will not be honored. Offerors must submit all technical questions / responses concerning this synopsis electronically through FedConnect at www.fedconnect.net/Fedconnect/. Please note that vendors MUST have their SAM profile set to �public,� otherwise FedConnect will not be able to access the SAM information required to validate vendor credentials. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM.
