- Description
- The Library of Congress (Library), Human Capital Directorate (HCD) has a requirement to procure CyberFeds; which is a web based subscription to ensure Human Resource Specialists are be up to date on labor and federal workforce law and require review of a dynamic data source. HCD administers the Library�s Adverse Action and Discipline Program (AA&DP), including training supervisors and managers concerning rights and obligations as well as applicable Library rules and regulations in employee performance, conduct, and other matters.� The Library of Congress (LOC), Human Capital Directorate intends to use other than full and open competition to award a sole source Firm Fixed Price (FFP) contract to LRP Publications located in Palm Beach Gardens, Florida to fulfill this requirement. The estimated period of performance is from 9/1/2022 - 8/31/2023.� Any firm that wishes to be considered for this requirement must submit a capability statement that demonstrates its ability to meet all the requirements described in the attached Draft Statement of Work. Please note, the ""date of award"" in this notice is the Library's estimated award date. The total value of the contract is below the simplified acquisition threshold established at $250,000.00. The capability statement must not exceed five (5) double-spaced pages and shall include the following information: 1) Company name, DUNS number, address, point of contact, phone number, and e-mail address 2) Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.) 3) References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement and � Capability statements or comments relating to this Notice of Intent should be directed to Claire Merwin, Contract Specialist at cmerwin@loc.gov �and Jazmine Gordon, Contracting Officer at jgordon@loc.gov. If other vendors express interest in this award, the Library reserves the right to proceed on a sole source basis if the conditions warrant it. In accordance with LC06.305, Availability of the Justification, the Justification and Approval to issue a sole source award to LRP Publications Inc., is posted with this notice. In addition, this public notice also performs the following: This announcement constitute the only public notice, proposals are not being requested from other parties and a written solicitation will not be issued. In addition, this public notice accomplishes the following: Notice of the LOC�s intent to sole source this requirement to the business listed herein; Synopsizing the requirements in accordance with the FAR; and Publically posting the approved Justification and Approval (J&A) to the public in advance of the contract award rather than after award. As a result of this, a second posting of the J&A is not required after the award has been made.
