Description
Update 08/15/2022:� Site visit date has been changed to September 8, 2022 and no longer August 18, 2022.� It is anticipated that quotes will be due on or around September 19, 2022 and no longer due on September 8, 2022. Background The Red Salmon Stewardship IRSC shall be awarded under the following authority.� Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014�Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. All Contractors must be actively registered in the System for Award Management (SAM) https://www.sam.gov/SAM/ to be eligible for award under this solicitation.� Registration in SAM is a free service and you do not need to pay to register in this system. NAICS 115310: Support Services for Forestry, size standard: $20.5 M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition. Location The Project is located within the Horn-Creek Salmon River, Upper Nordheimer Creek, Lower Knownothing Creek, West Fork Knownothing Creek, East Fork Knownothing Creek, Lower Nordheimer Creek, McNeal Creek-South Fork Salmon River, Negro Creek-South Fork Salmon River 7th field watersheds. The project is less than a mile to the south and southwest of Forks of Salmon, California in Siskiyou County.� Elevation ranges from 1,280 to 5,760 feet. Legal land description is Township 10 North, Ranger 7 East, Sections 34 & 35.� Township 9 North, Range 7 East, Sections 2, 3, 9, 10, 15, and 16.� Township 8 North, Range 8 East, Sections 18 & 19 Humboldt Meridian.� See attached Vicinity Map.� Description The Klamath National Forest is currently preparing the Red Salmon Stewardship IRSC to perform mitigation treatment of standing and downed fire killed hazardous fuels along and adjacent to roads and within specified units in the Red Salmon Fire footprint of 2020. The area specified is along the High Point Ridge system near the town of Forks of Salmon CA. These roadside Hazard and fuels treatments are vital to the rehabilitation of the post-fire landscape and to ensure safe access and working conditions for the local communities and forest service personnel. These objectives will be accomplished by the following: Fall all fire killed conifers that are in designated timber units. Fall all fire killed conifers that are that are in striking distance of the forest road within roadside units. Deck dead and down conifers to approved locations or remove as sawtimber product per Timber Subject to Agreement. Deck, pile or remove small diameter dead conifers to be burned or chipped by forest service personel, or removed from contract area as non-sawtimber product per Timber Subject to Agreement. Improve roads by road maintenance and specified road work. There are 124 acres of fire salvage with forest product removal within both natural stands and older plantations (25,757 tons sawtimber and non-sawtimber).� The Commercial treatments include: 102 acres of skyline salvage; 22 acres of ground-based salvage; and 18.5 miles of roadside hazard.� The estimated timber volume is 2,522,093 BF /4784CCF. A site visit is scheduled for August 18, 2022 to view the project area and discuss the objectives of this contract.
