- NOTICE:� Building 316 Duct Cleaning Mold Remediation Project Amendment - Please be advised Attachments I and II have been amended, changes highlighted in yellow. Questions and Pre-Qualification due dates remain unchanged.� 1)� Attachment I - Draft Statement of Work - Amended 8/15/22 2)� Attachment II � Pre-Qualifications Requirements - Amended 8/15/22 Questions about this announcement must be submitted in writing to Kimberly.a.knight@faa.gov no later than 11:00 a.m. (EST) on Monday August 22, 2022.� Offerors interested in being considered for this requirement must respond to the pre-qualifications and submit their responses, along with firm�s business classification size, and the appropriate Small Business Administration (SBA) certification where applicable in writing to kimberly.a.knight@faa.gov no later than 11:00 a.m. (EST) on Monday August 29, 2022. (1) INTRODUCTION The Federal Aviation Administration (FAA) Facilities Engineering Branch - Center Engineering and Construction Section (ANG-E341) at the William J. Hughes Technical Center (WJHTC) has an upcoming requirement for Building 316 Duct Cleaning Mold Remediation Project as described in Attachment I - Draft Statement of Work (SOW).� The purpose of this market survey announcement is to solicit capability statements from interested companies. (2) NATURE OF COMPETITION This Market Survey is conducted, in part, in an effort to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among Small Businesses, Small Businesses owned and controlled by Socially and Economically disadvantaged individuals (8(a) Certified)(SEDB), Service-Disabled Veteran Owned Small Businesses (SDVOSB), Historically Underutilized Business Zone (HUBZone) small businesses, small disadvantaged businesses (SDB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), and Women Owned Small Businesses (WOSB).With that said, this Market Survey is intended to seek information from interested Offerors of all sizes and types. The acquisition strategy for the procurement has not been determined at this time.� The determination for the level of competition will be based on the results of this market survey.� The FAA may decide to do an unrestricted competition or a set-aside with a business type identified above. (3) PROCUREMENT PHASES Phase I��Draft specifications are attached - Attachment I is provided as a means of outlining the broad scope of the work.� This broad scope is to give Offerors an idea of the size of the project and the resources it will require.� It is meant to be informational only.� Also attached to this posting is a list of Pre-qualification Requirements (Attachment II).� Offerors interested in being considered for this requirement must respond to the pre-qualifications and submit their responses, along with firm�s business classification size, and the appropriate Small Business Administration (SBA) certification where applicable in writing to Kimberly.a.knight@faa.gov no later than 11:00 a.m. (EST) on Monday August 29, 2022. Phase II�� Once all of the responses to the Pre-qualification Requirements (Attachment II) have been collected, they will be evaluated by the FAA on a pass/fail basis.� Offerors must meet all of the requirements in the pre-qualification requirements to be considered technically acceptable to move on to Phase III. The FAA�s decisions on technical acceptability are final.� The FAA will determine if small business competition exists amongst the submissions that are evaluated as �pass,� and considered technically acceptable.� Competition is considered two or more qualified, responsible Offerors.� If it is determined that competition does not exist amongst small business, the requirement will be determined to be unrestricted. Phase III ��The FAA will invite pre-qualified Offerors to a mandatory site visit, at which time final drawings and specifications, and a complete Request for Proposal (RFP) Package will be distributed.� Please note that if the FAA determines that the requirement is set-aside for a small business concern, only the qualified Offerors within that category will be invited to the site visit.� If the FAA determines that the requirement is available for unrestricted competition, all qualified Offerors, regardless of size, will be invited to the site visit. The FAA will not pay for any information received or costs incurred in attendance of the site visits or preparing responses to this announcement.� Therefore, any costs associated with the site visit or response to the RFP is solely at the interested Offerors� expense. (4) STANDARD LANGUAGE (a) A price for this requirement is not being solicited at this time.� The FAA intends to award this requirement to the responsible lowest price, technically acceptable Offeror in response to the RFP Package distributed in Phase III;� (b) All potential Offerors must be registered in the System for Award Management website (https://sam.gov) for consideration of this award; (c) Potential sources are cautioned that further public announcements may not be made and the RFP along with SOW documents will only be released to the qualified Offerors invited to the final site visit; (d) This is not a Screening Information Request or Request for Proposals of any kind; (e) The FAA is not seeking or accepting unsolicited proposals; (f) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey, and responses will not be returned; (g) Any costs associated with the market survey submittal are solely at the interested vendor�s expense; (h) The FAA reserves the right to reject, in whole or in part, any input as a result of this market survey; (i) Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor.� Such information will not be disclosed outside of the acquisition team. (5) NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The principle North American Industry Classification System (NAICS) code for this effort is 561790, �Other Services to Building and Dwellings� (Duct Cleaning Services) with a size standard of $8M. (6) SUBMITTAL REQUIREMENTS Interested Offerors must respond to this announcement via email at Kimberly.a.knight@faa.gov by 11:00 a.m. (EST) on Monday August 29, 2022; Late responses will not be considered.� Responses must include the following: (a) Pre-qualification Requirements information as detailed on Attachment II. Questions about this announcement must be submitted in writing to Kimberly.a.knight@faa.gov no later than 11:00 a.m. (EST) on Monday August 22, 2022.� A question and answer period regarding the complete RFP Package will open after the site visit held during Phase III.
