Request for Proposal (RFP) No.� � � � � � � � � � � � � � � � � � � � � �72066322R00011 Issuance Date:� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �08/15/2022 Due Date for Written Questions:� � � � � � � � � � � � � � � � � � � � � 08/26/2022, 5:00 pm Ethiopia time Closing Date for Submission of Proposals:� � � � � � � � � � � 09/26/2022, 5:00 pm Ethiopia time SUBJECT:��� Request for Proposal (RFP) No. 72066322R00011,�USAID Urban WASH Activity The United States Agency for International Development Mission in Ethiopia (USAID/Ethiopia) is soliciting proposals to implement the USAID Urban WASH Activity as described in the attached Request for Proposals (RFP). USAID/Ethiopia anticipates awarding a hybrid contract with two CLINS; CLIN 0001 - Cost Plus Fixed Fee (CPFF) Completion type and CLIN 0002 a single Indefinite Delivery and Indefinite Quantity (IDIQ) under which Firm Fixed Price (FFP) task order(s) would be issued at a later stage. The total estimated cost of this requirement will fall within the range of $35 million to $45 million for a period of performance of five (5) years.� The North American Industry Classification System (NAICS) code for this acquisition is 541990.� This procurement will be conducted under full and open competition procedures, pursuant to Part 15 of the Federal Acquisition Regulation (FAR) (48 CFR Chapter 1). Please refer to Section L for information regarding proposal requirements.� Interested offerors are invited to submit proposals in accordance with the requirements of the enclosed RFP.�� Submissions must be received by the Government no later than the local time on the due date stated above and in the RFP.� Only electronic submissions will be accepted via email to caddis@usaid.gov with a copy to Ms. Tigist Yifru at tyifru@usaid.gov. No other forms of submission will be accepted.� Pursuant to Block 12 of Standard Form 33 of this RFP, USAID requires that offers to remain valid for 210 calendar days from the RFP closing date. It is the offeror�s responsibility to check the Government homepage https://sam.gov periodically for official updates and amendments to the solicitation, prior to the submission of proposals.� This solicitation in no way obligates USAID to award a contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal in response hereto. Furthermore, USAID reserves the right to reject any or all offers, if such action is considered to be in the best interest of USAID. Offerors should read the entire solicitation, which includes all pertinent technical sections and the terms, conditions and instructions required for submitting a proposal.� Questions regarding this solicitation must be submitted in writing via e-mailbox at caddis@usaid.gov with a copy to Ms. Tigist Yifru at tyifru@usaid.gov by the date and time specified above. Oral instructions, answers, or guidance from any USAID source prior to the award of the contract shall not be binding. USAID may not award to an offeror unless the offeror has complied with all applicable unique entity identifiers and System for Award Management (SAM) requirements detailed in Section L.2�� The registration process may take many weeks to complete.� Therefore, offerors are encouraged to begin registration early in the process. The proposal is being submitted at the risk of the offeror; should circumstances prevent the award of a contract, all preparation and submission costs are at the offeror�s expense.
