Description

FOR INFORMATION ONLY: This Synopsis/Pre-Solicitation Notice is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming.� All questions regarding this Synopsis/Pre-Solicitation should be submitted in writing via email to Ms. Paano at the email indicated above. OVERVIEW: The purpose of this ecosystem restoration is to address degraded floodplain connectivity and degraded wetland and channel habitat for species of concern, including fish, amphibians and migrating birds. The proposed project would restore wetland functions and riparian habitat and would improve essential fish habitat for Coho and Chinook salmon, as designated by the National Marine Fisheries Services in accordance with the Magnuson-Stevens Fishery Conservation and Management Act. The proposed project would be consistent with the Sponsor�s Ballinger Park Master Plan and the Lake Ballinger/McAleer Creek Watershed Forum�s strategic action plan for flood reduction, and water quality, and habitat improvement in the watershed. The Lake Ballinger/McAleer Creek Watershed Forum is comprised of Snohomish County and the cities of Mountlake Terrace, Edmonds, Lake Forest Park, Lynnwood, and Shoreline. The following are the principal items to be accomplished with this contract: Invasive Plant Removal Removal of Impervious Surfaces Armor and Fill Removal, Excavation Structural Components (Vehicle Crossing/Pedestrian Boardwalk) Utilities Construction Staging, Site Access and Haul Routes Primary Design features (Riparian Plantings, Overstory Planting, Channel Construction, Channel Substrate Modification, Large Woody Debris, Creation of Shallow Water Fringe Habitat Mobilization The magnitude of construction is estimated to be between $5,000,000 and $10,000,000. The resulting contract will be Firm Fixed-Price. Solicitation number W912DW22B0008 will be posted to the piee.eb.mil and sam.gov websites on or about 30 Aug 2022. The Government intends to solicit this requirement as an Invitation for Bids with Definitive Responsibility Criteria.� Proposals will be due no sooner than 30 calendar days after actual solicitation issuance date.� See the solicitation for details about proposal submission.� Proposal submission will be through the PIEE website so interested parties will have to register with PIEE.� For registration, training, and instructions for posting an offer, please refer to https://piee.eb.mil and https://pieetraining.eb.mil/wbt/.� The NAICS code for this procurement is 237990, Other Heavy and Civil Engineering Construction, and the associated small business size standard is $39,500,000 in average annual receipts.� The solicitation will be issued as a 100% Small Business Set-Aside. A site visit will be offered within approximately 2-3 weeks after the solicitation is made available via piee.eb.mil and/or sam.gov.� Refer to the solicitation for details regarding the site visit. The solicitation documents for this requirement will be issued in electronic format only and will be made available online via the SAM website at www.sam.gov under the subject solicitation number.� NO CD's OR HARD COPIES WILL BE AVAILABLE.
