Contract Synopsis Site Development/Preparation for a Concrete Batch Plant Montgomery Locks & Dam � Ohio River Beaver County, Pennsylvania The U.S. Army Corps of Engineers, Pittsburgh District, has a project that consists of all related site work associated with the construction of a graded pad and access that would be available for use for future construction of a concrete batch plant and aggregate storage and preparation facilities associated with the future construction of the Montgomery Locks and Dam New River chamber, including but not limited to the following items: 1.�� �Construct all related erosion and sedimentation controls (E&SC) including sediment pond, stormwater management controls and drainage facilities, including bypass flow channels, inlets, pipes, and discharge aprons. �� 2.�� �Perform all related site demolition and excess fill removal and disposal from the site, clearing and grubbing, excavation, providing additional fill (if needed) to rough-grade the site, 3.�� �Provide an approximately 3.5-acre compacted aggregate (gravel) graded pad surface, including delineation guiderail and access stairs and platform(s), and graded gravel access driveway and guiderail from an existing paved roadway (Montgomery Dam Road) to the pad and perform final grading of the site to the elevations required, 4.�� �Provide retaining wall structures along two alignments to support the developed site, consisting of:� a. �One approximately 1,300 foot long, 10+/- foot high, post and panel retaining wall with timber lagging along the south side of the site, b. �One approximately 1,000 foot long, 12+/- foot tall post and panel retaining wall with concrete panel lagging and two rows of soil anchors, along the north side of the site (adjacent to the esplanade). 5.�� �Provide approximately 1,000 feet of new temporary fencing with gates along south retaining wall, connecting to existing fencing on government property. �� 6.�� �Provide reinforced concrete electrical transformer pads (with appropriate conduit penetrations, duct bank, and concrete electrical vault) on the US Government property portion of the site, where designated.� 7.�� �Construct both large and small brush reef structures (bundles) using on-site brush and trees, transporting, placing and anchoring the bundles at designated locations of the Montgomery Slough. � � � 8.�� �Perform all work related to meet other existing third-party agreements, applicable, binding regulatory requirements or other negotiated permits or third-party requirements. The work shall be completed within 560 calendar days after written Notice to Proceed. In accordance with DFARS 236.204(ii), the estimated magnitude of construction is between $10,000,000 and $25,000,000. The acquisition will be procured as Full and Open Competition with a 10% HubZone Preference per FAR PART 52.219-4. The resulting award will be for one (1) Firm-Fixed-Price (FFP) Contract. All responsible Bidders are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about 15 September 2022, online through Procurement Integrated Enterprise Environment (PIEE) which posts the opportunity to SAM.gov; therefore, requests for hardcopies of the solicitation will not be honored. The North American Industrial Classification System (NAICS) Code for this acquisition is 238910 � Site Preparation Contractors. The Small Business Size Standard for this NAICS Code is $16,500,000.00.
