Description
A Pre-Bid Conference will be held via teleconference on 21 September 2022 @ 11:00am, Local Time.� The call-in number is: 1-844-800-2712, the Access Code is: 2761 553 0243 and the link to be utilized is as follows: https://usace1.webex.com/meet/manuela.d.voicu. It is requested that an email be sent to Guesley.Leger@usace.army.mil no later than 20 September 2022 at 3:00pm, EDT to confirm attendance by your organization. DESCRIPTION OF WORK: The project is located at Duval County, Florida Project work consists of maintenance dredging in the Naval Station Mayport approach channels and turning basins as well as maintenance dredging in the Navy Fuel Pier 111 berthing area.� The contract will be structured with a Base and one Option.� The Base work consists of maintenance dredging portions of Bar Cut-3, the Mayport Entrance Channel, Turning Basin, Destroyer Basin, and Small Boat Basin.� Option A consist of maintenance dredging in the Navy Fuel Pier 111 berthing area.� For the Base and Option A, excavated material will be transported to and placed in the Jacksonville Offshore Dredged Material Disposal Area (ODMDS).� This requires USCG certified equipment.� Work also includes turbidity monitoring, endangered species observers (hopper dredge only), and marine animal observer (clamshell dredges only). NOTES: Load restrictions have been implemented within the vicinity of Bar Cut-3, Mayport Entrance Channel, Turning Basin, Destroyer Slip and Small Boat Basin as a result of a recent EPA 103 concurrence placement of dredged material in the project ocean dredge material disposal site (ODMDS). �In addition, the allowable overdepth has been adjusted from 2 feet to 1 foot in areas within the Turning Basin, Destroyer Slip, and Small Boat Basin. A determination has been made that a consolidation of this requirement is necessary and justified. In accordance with FAR 7.107-5, attached to this Synopsis is the approved Determination and Findings Request for Consolidation for Consolidation Maintenance Dredging, U.S. Naval Station Mayport, 50-Foot Project & Navy Fuel Pier 111, 38-Foot Project, Duval County, Florida. � The project will have an estimated period of performance of 220 calendar days after issuance of Notice to Proceed (NTP). The Invitation for Bid (IFB) will be issued on or about 30 August 2022 and bids will be due on or about 19 October 2022. NAICS Code 237990, Dredging and Surface Cleanup Activities. The Small Business Standard is $32.5 million. Magnitude of construction is between $10,000,000.00 and $25,000,000.00. THIS IS AN UNRESTRICTED ACQUISITION.
