Description
Amendment 1 (8/15/2022): This amendment is being issued to 1. Extend the date offers are due: From - 4:00 PM Eastern Time (United States), on Friday 19 August 2022. To � 4:00 PM Eastern Time (United States), on Friday 26 August 2022. 2. Answer the five offeror questions: Q - What is the reason for needing two inverters? Redundancy? If we are able to provide a single inverter where the output is say 600w TSW where they are asking for two with an output of 450W. There is some explanation as to why it�s a bad idea to have both a Modified Sine wave inverter and a Tru Sine Inverter in the same cart. They�ll end up plugging a laser printer into the MSW inverter and blow the fuses? A - There is no valid need for two inverters.� After additional analysis of power requirements, the Statement of Work has been updated to reflect a single 1800-watt True Sine Wave inverter to ensure appropriate power for all equipment installed on the cart. Q - From the above question, what is the actual hardware they intend to mobilize? We�re only seeing mention of a thermal printer and peripherals.� If they intend to add a laser printer at any point (Requires a TSW inverter with at least 1800 W output) they can�t with the power system called out in the SOW. A- The equipment intended for use is standard IT equipment: Laptop, monitor, label printer and potential for other related items. Also, the Statement of Work has been updated to reflect a single 1800-watt True Sine Wave inverter Q - Can you please answer if the contractor is going to provide Laptop/ desktop, Keyboard, mouse, printer? A - These items are not listed in the Statement of Work (SOW), contractors will not be required to provide Laptop/desktop, Keyboard, mouse, or printer. Q - Also, are you looking to buy any specific brand, or this is an open contract for any brand that meet or exceed the specs? A - This is not a brand name requirement. The items provided must meet or exceed the detailed specifications and all salient characteristics. Q - In the PDF, it says shipping to Alaska and Hawaii, on the other side in Excel file, there are multiple locations for DLA offices in mainland? A - The Statement of Work (SOW) and Price Schedule have a surcharge CLIN 0002 listed for destinations in Alaska or Hawaii to cover additional freight/shipping costs to those locations. In attachment B there are multiple delivery locations listed CONUS, shipping to any of those locations would be included as part of CLIN 0001 of the Price Schedule. 3. Add a new Attachment A Statement of Work (SOW) dated 15 Aug 2022. This new SOW updates the inverter requirements. Offerors are cautioned to ensure they are using the updated SOW dated 15 Aug 2022. (End of Amendment 1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is for a single award with a one-year base period and four one-year options.� Solicitation SP4510-22-Q-1024 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), and Defense Logistics Agency Directive (DLAD), Federal Acquisition Circular 2022-06, effective May 26, 2022. This procurement is 100% set-aside for Women-Owned Small Business (WOSB) concerns eligible under the WOSB Program. This procurement is under NAICS 335999 with a size standard of 500 employees. See the attached price schedule and SOW for a description of the requirement. The required equipment is per the attached specifications, including its delivery timeframes. ADDENDA TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS BASIC AND OPTION PERIOD UNIT PRICING �(a) Offerors are cautioned against offering more than one price, a range of prices, or a split bid with respect to any contract line item and are advised that, for purposes of this procurement, DLA Disposition Services will consider any such method of pricing to be a material deviation from the bid schedule and/or a nonconforming proposal that will be excluded from further consideration. (2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to- (i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or (ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles. (c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for ""covered telecommunications equipment or services"". (d) Representation. The Offeror represents that- (1) It �(� )� will, (� )� will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. The Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds ""will"" in paragraph (d)(1) of this section; and (2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that- It (� )�� does, (� )� does not �use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services. For covered services- (A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or (B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision. If the Contracting Officer does not conduct a reverse auction, award may be made on initial offers or following discussions. If the Contracting Officer decides to use line reverse auctioning to conduct price negotiations, the Contracting Officer will notify Offerors of this decision and the following applies: (1) The contracting officer may use reverse auction as the pricing technique during discussions to receive the final offered prices from each offeror. (2) During each round of reverse auction, the system displays the lowest offer price(s) unless the auction instructions are different. All offerors and authorized auction users see the displayed lowest price(s). This disclosure is anonymous and a generic identifier displays for the offeror. Generic identifiers include designators such as �offer A� or �lowest-priced offeror.� By submitting a proposal in response to the solicitation, offerors agree to participate in the reverse auction and that their prices may be disclosed, including to other offerors, during the reverse auction. (3) An offeror�s final auction price at the close of the reverse auction is considered its final price proposal revision. No price revisions will be accepted after the close of the reverse auction, unless the contracting officer decides that further discussions are needed and final price proposal revisions are again requested in accordance with Federal Acquisition Regulation (FAR) 15.307, or the contracting officer determines that it would be in the best interest of the Government to re-open the auction. (4) The contracting officer identifies participants to the DLA commercial reverse auction service provider. To be eligible for award and participate, the offeror must agree with terms and conditions of the entire solicitation and the commercial reverse auction service. The reverse auction pricing tool system administrator sends auction information in an email. The reverse auction system designates offers as ""lead,"" meaning the current low price in that auction, or ""not lead,"" meaning not the current low price in that auction. In the event of a tie offer, the reverse auction provider's system designates the first offer of that price as ""lead"" and the second or subsequent offer of that price as ""not lead."" If a tie offer is submitted and no evaluation factors other than price were identified in the solicitation or a low-price technically acceptable source selection is being used, the ""Not Lead� offeror that submitted the tie offer must offer a changed price; otherwise its offer will be ineligible for award. If evaluation factors in addition to price were listed in the solicitation and a tradeoff source selection is being used, tie offers that are ""Not Lead"" will be considered and evaluated. (5) Offerors unable to enter pricing through the commercial reverse auction service provider�s system during a reverse auction must notify the contracting officer or designated representative immediately. The contracting officer may, at their sole discretion, extend or re-open the reverse auction if the reason for the offeror�s inability to enter pricing is determined to be without fault on the part of the offeror and outside the offeror�s control. (6) Training. The commercial reverse auction service provider or governmentrepresentative conducts training for offerors. Offerors receive training through written material, the commercial reverse auction service provider�s website, or other means. Trainers name employees successfully completing the training as a �Trained Offeror.� Only trained offerors may engage in a reverse auction. The contracting officer reserves the right to remove the �trained offeror� title from anyone who fails to obey the solicitation or commercial reverse auction service provider terms and conditions. C03 Contractor Retention of Supply Chain Traceability Documentation (JUN 2020) �(1) By submitting a quotation or offer, the contractor, if it is not the manufacturer of the item, is confirming it currently has, or will obtain before delivery, and shall retain documented evidence (supply chain traceability documentation), as described in paragraph (2) of this procurement note, demonstrating the item is from the approved manufacturer and conforms to the technical requirements.� (2) At a minimum, the supply chain traceability documentation for the item shall include: basic item description, part number and/or national stock number, manufacturing source, manufacturing source�s Commercial and Government Entity (CAGE) code, and clear identification of the name and location of all supply chain intermediaries between the manufacturer to the contractor to item(s) acceptance by the Government. The documentation should also include, if available, the manufacturer's batch identification for the item(s), such as date codes, lot codes, or serial numbers.� (3) Contractors can find examples of acceptable supply chain traceability documentation at the Counterfeit Detection and Avoidance Program (CDAP) website (http://www.dla.mil/LandandMaritime/Business/Selling/Counterfeit-Detection-AvoidanceProgram/).� (4) The contractor shall immediately make documentation available to the contracting officer upon request.
