- The National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), intends to negotiate on an other than full and open competition basis with the University of Georgia Research Foundation Inc., 310 East Campus Road, Tucker Hall Room 409, Athens, Georgia 30602 to obtain one hundred-ten thousand (110,000) infective larvae (or equivalents including adults) to be produced per year.� See the attached Statement of Work.� This acquisition will be processed under FAR Part 12 � Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501(a)(1). Only one award will be made as a result of this solicitation.� This will be awarded as a firm-fixed price type of contract. Delivery to Bethesda, Maryland 20892 with a period of performance for full performance of five (5) years that includes a base with option periods from date and acceptance of award September 1, 2022 � August 31, 2027.� This requirement is for the production of B.malayi infective larvae and adult worms, which shall be used to study how the parasite evades the host immune response.� Much of the work of the Laboratory of Parasitic Diseases (LPD) work involves the analysis of host-parasite interaction using in vitro systems. Current activities include 1) functional mapping of the earliest host-parasite interaction that influences the polarized immune responses that are the hallmarks of these infections; 2) genomic and proteomic definition of each of the filarial parasites to identify parasite-encoded therapeutic, diagnostic, and vaccine-related targets; 3) studies of pathogenesis underlying disease manifestations (e.g., elephantiasis) in filarial infections; 4) studies of immunologic bystander effects of chronic helminth infection on non-parasitic infections (HIV, tuberculosis, malaria), atopy, and autoimmune diseases; and 5) the regulation of igE and eosinophilia in the context of human helminth infections.� At this time, the LPD is to use only the B.malayi and not another organism.� Changing disease organism during the experimental processes will be extremely costly to the government resources that have been expended since 1985 to study the parasite.� The University of Georgia� Research Foundation Inc., has been providing the required parasite for some years, which to change to another vendor will cause loss of data integrity and will jeopardize the research as the lab needs consistency of results.� In order to ensure best comparison between existing and new data, the lab must use the parasites from the University of Georgia Research Foundation Inc. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible.� THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS.� All responsible sources that could provide the production of B.Malayi infective larvae and adult worms submit a capability statement that will be considered by email (subject line to reference NIAID-NOI-22-2115638) to Tonia Alexander at talexander@niaid.nih.gov, by 11:00 am eastern time Monday, August 22, 2022.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.� Any responses received by NIAID after this date and exact time specified is late and will not be considered.� Capability Statement/Information Sought : Respondents must be qualified and prepare tailored capability statements for all areas in the attached draft Statement of Work.� The capability statements will be evaluated based on the information provided in relation to the project requirement and current capability.
