- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED; AND A WRITTEN SOLICITATION DOCUMENT (I.E. STANDARD FORM) WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. The associated North American Industry Classification System (NAICS) code for the requirement is 334516 � Analytical Laboratory Instrument Manufacturing. The small business size standard is 1,000 employees. This is a 100% small business set-aside open market RFQ. Simplified acquisition procedures will be utilized. BACKGROUND INFORMATION The National Institute of Standards and Technology�s Fire Fighting Technology Group within Engineering Laboratory�s Fire Research Division enables advances in fire fighter safety, fire ground operations, and effectiveness of the fire service; develops and applies technology, measurements and standards, and improves the understanding of the behavior, prevention and control of fires to enhance fire-fighting operations and equipment, fire suppression, fire investigations, and disaster response. The Public Health Risks to First Responders (PFAS) project led by the Fire Research Division at NIST is focused on investigating PFAS is for a wide range of substrates. A major component to quantifying PFAS is using a solvent extraction procedure, which can be labor intensive and subject to error. To fulfill its mission, the Fire Research Division requires an accelerated solvent extraction system to provide NIST the ability to automate the solvent extraction procedure required for the aforementioned project. Questions must be received no later than August 19, 2022 1:00 p.m. Eastern Standard Time (EST). Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation.
