Amendment 0001 dated August 15, 2022. The purpose of this amendment is to update Attachment 2 to this notice as there have been multiple reports it is currently unable to be opened.� A revised Attachment 2 is attached per this amendment.� All other terms and conditions remain unchanged. End of Amendment 0001 1.�� �GENERAL INFORMATION: A.�� �This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.� B.�� �The Recruiting and Retention (R&R) Battalion of the Virginia Army National Guard is seeking to procure marketing items such as survival knife, custom grenade shaped shakers, and bullet bolt actions pens etc.� C.�� �The Government will award a Firm Fixed-Price Contract(s) resulting from this Request for Quote (RFQ). The associated North American Industrial Classification System (NAICS) code for this procurement is 323113, (Commercial Screen Printing). The Product Service Code (PSC) is 7690, (Miscellaneous Printed Matter) with a business size standard of 500 employees. �This requirement is a 100% Small Business Set-A-Side and only qualified offerors may submit quotes. This solicitation document, and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-07, dated August 10, 2022.� D.�� �The Government will not pay for costs associated with the preparation of a quote in response to this combined synopsis/solicitation. E.�� �Payment will be made through the Wide Area Workflow (WAWF) application in accordance with DFARS clause 252.232-7006, Wide Area Workflow Payment Instructions. F.� Interested vendors agree to hold the prices in its quote firm for 90 calendar days from the date specified for the closing of this RFQ. � 2. COMMUNICATION WITH THE GOVERNMENT: A.�� �Questions: Submit written questions via email ONLY to contract specialist Katina Moore at katina.l.moore7.civ@army.mil. No phone calls will be accepted. Questions will be received until August 18, 2022, no later than 11:00 a.m. Eastern Standard Time (EST). The Government intends to award to the responsive, responsible vendor whose quote is the lowest price, considering the potential for multiple awards and meets the requirements as stated in the salient characteristics for items requested. The government has sole discretion in determining whether the items meet the minimum requirements. B.�� � Multiple awards may be made if determined to be in the Government�s best interest. As a result interested vendors are not required to quote all line items.� However, if shipping costs to Richmond, VA are not included in the cost of each line item unit price, shipping costs for each line item quoted must be provided in addition to the line item unit price.� One total shipping price for all line items quoted will not allow for proper evaluation; therefore, it will not be accepted and the quote will be deemed non-responsive. Vendors who provide a quote and will only accept an award for all items quoted must so annotate on their submission.� If not specified, the government may make an award for one or more items quoted at the price submitted for the one item plus shipping for that item. When evaluatiing if it is the government's best interest to make more than one award, an evaluation factor of $500.00 per award will be used.� This factor is for evaluation purposes only and will not be added to any award(s) made as a result of the solicitation. C.�� �In order to be considered for an award, vendors shall have an active registration in the System for Award Management at https://sam.gov. Vendors are responsible to ensure the representations, and certifications in their SAM registration are accurate and current. 4. � � ADDENDUM to 52.212-1, Instructions to Offerors � Commercial Items (Nov 2021)� A.�� �Addendum to FAR 52.212-1(b), Submission of offers. Interested vendors shall submit an electronic copy of�their dated quote via e-mail to: katina.l.moore7.civ@army.mil with the solicitation number (W912LQ-22-Q-0017) in the subject block, by August 22, 2022 no later than 2:00 PM EST. Facsimile quotes will not be accepted. Vendors who do not provide all the required information with their quotes may be deemed NON-RESPONSIVE for further consideration for award.
