- Sources Sought The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Small Business Manufacturers, other Small Businesses interested and capable of providing items requested. The intended contract is a firm-fixed price contract. A SBA Non-Manufacturer Rule Waiver will not apply if this requirement is set-aside for small business. It does apply to all other socioeconomic small business categories. The Department of Veterans Affairs, NCO20 is looking for BRAND NAME or EQUAL sources of the following: AMST Kentucky Trailer Company MRI ZONE 2 TRAILER Salient Characteristics Essential/significant physical, functional, or performance characteristics. MRI Zone 2 Trailer Overall length: 60 Overall height: 13 -6 Overall width: 12 Custom Chassis must include: Custom built dual twin I-beam flat floor aluminum chassis Four (4) fixed jack stands for rear of trailer Two (2) manual landing legs with pins located in the front of the trailer All aluminum wheels and radial tires Air ride suspension Tandem axle with air ride rear suspension Anti-lock brakes Custom Body must include: Wall construction to include aluminum tube Exterior sheet 0.50 pre painted white aluminum. Riveted. Polyurethane spray foam insulation between tubes to provide barrier to heat, cold and noise Vapor barrier installed on floor of trailer to resist moisture Drip rails over main entry door and all along the top of the unit Slide-out section to increase interior floor space Exterior Features must include: Bubble levels mounted on the unit 2000lb capacity patient lift Roll door in front of patient lift 42 entry stairs with platform and handrails on all sides Slide-out section to increase square footage of unit that will fit 2 IV chairs Conduit for card reader access at main access door Roll door for connection to MRI trailer Steel combination Lockbox mounted on the front of the trailer for key storage General Layout: Utility room at front of unit Primary entrance via stairs and patient lift Waiting area Private desk work area for Radiology Technologists Receptionist area Breakroom area (2) ADA compliant bathrooms Pharmacy Omnicell/Par-Ex supply space Access from Zone 2 MRI trailer into MRI trailer A covered walkway will connect the 2 units Flooring Single piece vinyl flooring throughout entire trailer to include plywood sub flooring Walls, Cabinets and Counter Tops Solid surface countertops in Scan room and Control room Walls to be built with hospital grade wall covering for ease of cleaning and longevity Ceiling and Lighting Fully dimmable LED lights to be provided throughout trailer Sound reducing drop ceiling with acoustical ceiling tiles Ceiling to include A/C louvers for proper dispersion of air flow Separate lighting controls located in each room Communications Two (2) phone, fax, and seven (7) data connection conveniently located in control room and lower compartment. (2) 15.24m Hubbel Data cords and (1) phone cord supplied with unit Electrical Electrical distribution panel located in Equipment Room to allow for ease of serviceability and maintenance Shore power cable provided in the underbelly storage compartment 12-volt DC charger/inverter provided Interior emergency lighting installed to provide illumination when the unit has lost power DC power supply in belly box area along with another supply for the battery charger Air Conditioning/Heating Front mounted Bard HVAC units sized appropriately Separate air supplies to go to the different rooms Louvers in the ceiling are designed for minimum downdrafts but still maintain proper air flow throughout the unit Thermostats are set at out facility before shipping to maintain proper temperature Miscellaneous AM/FM stereo receiver with CD and iPOD interface installed in control room. Speakers to be installed in unit Site planning guide to be provided at time of deposit received Manuals for all components to be provided on board unit at time of delivery Fire suppression system (Dry system) Fire extinguishers, hand held ABC all purpose, located in each room ADA compliant bathroom Vinyl skirting around perimeter of unit Transportation to site Must coordinate install on site and hook up of trailer with VA Must meet the layout shown in the drawing provided Must not need a concrete pad to support the trailer 1-year warranty on trailer Complete generic identification MRI Zone 2 Trailer Applicable model/make/catalog number Zone 2 MRI Transportable Unit Per VAAR 811.104 and 811.105, I certify the following regarding the above information: The salient characteristics listed above are essential to the Government s requirements. To my knowledge, the restrictions listed above will not limit the acquisition to an item peculiar to one manufacture. Equipment must be new, no used or refurbished equipment accepted. Please provide a proof of authorized dealer or reseller letter from manufacturer. 6) This is a brand name or equal requirement. As such, the salient characteristics reflect the physical, functional, or performance characteristics that equal products must meet to satisfy the Government s needs. To be considered for any potential solicitation, offers of equal products, including equal products of the brand name manufacturer, must: (a) Meet the salient physical, functional, or performance characteristic specified in this sources sought; clearly identify the item by Brand name, if any and make/model number. (b) Include descriptive literature such as illustrations, drawings, or a clear reference to descriptive data or information available that identifies that the equal item meets or exceeds the salient characteristics required by the Government.
