Description
Request for Information (RFI) - Sources Sought Install Operate Maintain (IOM) Airborne Tagging, Tracking, Locating (A-TTL), Android Tactical Assault Kit (ATAK) Services, Digital Manifest Services and Network Administration Level II Services Program Executive Office Enterprise Information Systems (PEO-EIS) is currently seeking sources capable of providing Engineering, IOM and administration of TTL/ATAK services in support of Military Free Fall (MFF) training. These commercial services include but are not limited to: Engineering, IOM, troubleshooting, and administrative services. This is a combined Request for Information (RFI)/Sources Sought announcement only. This request for information is for planning purposes only and shall not be considered as an Invitation for Bid (IFB), Request for Quotation (RFQ), or Request for Proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. No formal solicitation document exists at this time. No contract will be awarded from this announcement. Your response to this sources sought will be treated as information only, and any requests for a solicitation will not receive a response. However, the vendors who provide adequate responses to this RFI, may be solicited for limited competition. Submissions to this RFI shall be submitted not later than 15 September 2022 and shall be submitted to: megan.e.jones73.civ@army.mil No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or Government use of such information. Any information submitted by respondents to this notice is strictly voluntary. The Government reserves the right to reject, in whole or part, any contractor input resulting from this RFI. The information resulting from this RFI may be included in an RFP. This request for capability information does not constitute a request for proposals. Please do not submit proposals. The result of this market research will contribute to determining the method of procurement. PEO-EIS is issuing this RFI as a means of conducting market research to identify parties having an interest in, and the resources to support existing and planned programmatic support and project management for tagging, tracking and locating MFF assets and associated C4I services and integration used by the Government. The results of this market research will contribute to solidifying the acquisition strategy and determining the method of procurement. All personnel performing on-site work under this acquisition will require at a minimum a TOP SECRET security clearance with Sensitive Compartmented Information eligibility. The applicable North American Industry Classification System (NAICS) codes assigned to this procurement are 561210 Facilities Support Services, and 541512 Computer Systems Design Services. The work will be performed at Government locations in vicinity of Marana AZ. � SCOPE: The Government intends to make a single award firm fixed contract. OBJECTIVE: The primary objective is to provide on-site services to provide the United States Government (USG) with the support outlined below: A.� TTL Engineering, IOM, and Administration: The contractor should demonstrate expertise related to the engineering, IOM, management, and administration of TTL devices in support of MFF training. The contractor should demonstrate expertise in training MFF personnel in the IOM of TTL devices.� � B.� �Digital Manifest Services: The contractor should be capable of providing a solution for the Drop Zone Safety Officer (DZSO)/Departure Airfield Control Officer (DACO) to provide multiple buildings with digital count down for airfield departure times along with aircraft locations for up to five aircraft and eight separate groups. C.� ATAK Engineering, IOM, and Administration: The Contractor should demonstrate expertise related to the engineering, IOM, management and administration of ATAK networks. The contractor should demonstrate expertise in the use of and training of MFF personnel in the ATAK Jumpmaster Plug in. D SIPR/NIPR Network Administration: The Contractor should demonstrate expertise in On-Site Tier II level system administration support of NIPR/SIPR enclaves in compliance with applicable DoD regulations. CONSTRAINTS: The following are some of the constraints that impact the performance of the services under the proposed support: TOP SECRET Security Clearance required, based on a Single Scope Background Investigation (SSBI)/Tier 5 (T5) or Tier 5 Reinvestigation (T5R) completed within six years. Current enrollment in Continuous Evaluation, verified in DISS, is also acceptable if the investigation is outside the 6 years.� All personnel working at the Government locations would be required to hold a current TOP SECRET clearance. Special Compartmented Information (SCI) eligibility will also be required as well as a TS Facility clearance at time of award. WORK LOCATIONS: All Services will be performed at CONUS Government facilities the Primary work location will be Marana, AZ. None of the personnel performing this work shall have a criminal record. The Contractor shall be bonded and insured. All Contractor employees with direct access to Government locations shall be American citizens. Contract Terms: �In an effort to maximize participation all potential sources are encouraged to respond to this RFI in order to assist in determining the potential levels of interest, competition, and technical capability to provide the required services. Responses must clearly demonstrate the company's ability to provide the contemplated services as described in the scope of this RFI. RFI Response: Interested sources consider themselves qualified to this level of services described in this document are invited to submit a Capabilities Statement.� The Capabilities Statement should be limited to 12 pages in length (not including the cover page). The Capabilities Statement should include the following: a) Organization name, address, e-mail address, web site address, telephone number business size, and CAGE code; b) Tailored Capability Statement shall address the following four (4) areas in order: 1.� Interest: Interest to perform the required services and ability to perform in the locations specified within this RFI; �2.� Contractor Capability: Appropriate documentation supporting organizational and staff capability to execute the� � � � � � requirements described above within the four requirements areas. The response and supporting documentation shall be numbered in accordance and in order of the corresponding outline above. ��Statements shall demonstrate an ability to perform all required services across the four tasked areas with similar scopes, size, and complexity; 3.� Previous Experience: Summaries of previous contracts of similar work and scope with technical POCs for reference. Please ensure that you specify the contract number, period of performance, contract dollar value, description and summary of work performed, actual percent of work performed in terms of dollars of the total effort if you were a subcontractor under a larger effort. This will be reviewed in detail to ensure that similar work has been completed for all aspects of identified as part of the scope. 4.� Subcontracting: If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. NOTE: Refrain from including elaborate brochures or documentation, detailed artwork, or other embellishments. Interested parties are encouraged to provide information that is clear, concise, and includes sufficient detail for supporting claims of organizational and staff capabilities. Do not simply rephrase or restate the Government�s objectives, but rather provide convincing rationale to address how to meet the Government's needs. Mail and telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
