- On 15 August 2022, the Naval Air Systems Command (NAVAIR) awarded order modification N000191922F0919P00005 under P-8A Engine Depot Maintenance and Repair Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) N0001918D0110 to Standard Aero, San Antonio, TX, under an exception to the fair opportunity process. In accordance with FAR 16.505(b)(2)(i)(C), the modification was issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract. The Justification for an Exception to Fair Opportunity (JEFO) is attached to this Notice. The two IDIQ MAC contractors are Standard Aero [Contract N0001918D0110] and Boeing [Contract N0001918D0113]. Pursuant to and in accordance with each contract, NAVAIR conducted a competition between the two IDIQ contractors for Option Period 4 (FY2022 ordering period). Standard Aero was selected as the Primary Awardee for engine inductions and was awarded Order N000191922F0919, which procures depot maintenance and repair of two P-8A engines. The modification is a logical follow-on to the order in that it procures the incorporation into one of the engines of additional Service Bulletins (SB)(which are classified on the order as Technical Directives (TDs)).� The incorporation of those TDs is required to correct known engine component reliability issues to ensure the engine is returned to the Government in a Read-For-Issue (RFI) status. Also, based on planned expenditures, the modification �decreases the value of a T&M minor repair CLIN by $242,000. With the combination of price increases for the TD incorporations and the price decrease related to minor repair, the total dollar value of the modification is -$131,333.30, with performance to be completed by October 2022. �This notice is provided for information only.
