- Notice Type: Notice of Contract Action � Parachute Systems (CPS) Accelerated Free Fall-Instructor (AFF-I) Course Justification, Statutory Authority: FAR 13.106-1(b)(1)(i) � Soliciting Competition; (b)Soliciting from a single source. (1)�For purchases not exceeding the simplified acquisition threshold. (i)�Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, and brand-name or industrial mobilization). Contract Award Date: TBD Contract Award Number: TBD � Synopsis: �This is a Sole Source synopsis published for informational purposes only. The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZE), Edwards AFB, CA intends to issue a sole source contract to Complete Parachute Solutions 1326 E. International Speedway Blvd., Suite 7 DeLand, FL 327248 for the Parachute Systems (CPS) Accelerated Free Fall-Instructor (AFF-I) Course. �The contract will be executed by means of other than full and open competition, due to the need for the following requirements. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: Vendor must be within the 500 miles radius of Edwards AFB and provide the Accelerated Free Fall-Instructor training with an on-site vertical wind tunnel. The critical performance requirements are- an owner operated drop zone and aircraft; CPS USPA AFF-I Evaluators, CPS Videographer, parachute packers, on-site vertical wind tunnel; on site AFF-I training/briefing facilities w/air conditioning, computers and/or televisions for training/briefing purposes. The aircraft must have a door (Twin Otter, etc.) and/or ramp (Skyvan, etc.) capable and available/appropriate for supporting day/night parachute operations. The facility must be in the Local (< 500 miles) area, a civilian drop zone surveyed and approved for military free fall parachute operations. Any response submitted by respondents to this Notice of Contract Action constitutes consent for that submission to be reviewed by Government personnel. The Air Force Test Center has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman.
