Description

The U.S Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 13.501(a)(1)(ii), with Fluke Electronic Corporation, 6920 Seaway BLVD, Everett, Washington 98203, as the only responsible source that can provide calibration test benches to support Fluke VT900A + VAPOR gas flow analyzers. This includes installation and setup, training; software updates; and technical support. This acquisition is being conducted under FAR Part 12 - Acquisition of Commercial Products and Commercial Services and Part 13 - Simplified Acquisition Procedures. The U.S. Army Medical Materiel Development Activity (USAMMDA) intends to procure a Firm-Fixed-Price (FFP) contract. The estimated dollar value for the contract is $541,000.00. USAMMDA has the requirement to procure calibration test benches to support the verification, calibration, and repair of Fluke VT900A + VAPOR gas flow analyzers to perform Calibration and Verification Certification (CVC) actions on critical, life-sustaining medical equipment such as ventilators and anesthesia machines. The calibration test benches consist of standardized test equipment, components, and supplies required to perform the services. This contract will include: installation and setup of the calibration test benches; training and certifications for the sites and personnel required to service the Fluke VT900A + VAPOR gas flow analyzer; software updates; and technical support online and telephonically. The Fluke Vapor Add-on Feature, BMS Service, VT Test Bench is the only test bench that can be used to verify, calibrate, and repair the VT900A + VAPOR gas flow analyzer. Fluke does not license other vendors or third parties to sell and provide training, maintenance, or support for their TMDE equipment without voiding the Original Equipment Manufacturer (OEM) warranty. The intended procurement will be classified under the North American Industry Classification System (NAICS) 334519 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
