Description

Mission and Installation Contracting Command, Fort Gordon, GA intends to negotiate/award a sole-source contract to Foster & Freeman USA Inc., a small business, 46030 Manekin Plaza, Suite 170, Sterling VA 20166. This requirement is for the procurement of 2 Foster + Freeman CRIME-LITE 82S/42S 6-LIGHT KIT W/ IR & CAM (NON SP) WITH HIGH PERFORMANCE ANTI-GLARE GLASS VIEWING GOGGLES. This unit is a Foster and Freeman Crime-Lite 82S/42S 6 light handheld Alternate Light Source kit used for the visualization of latent prints at various wavelengths of light on both porous and non-porous surfaces. Components include alternate light source handheld lights at 420-470nm and 480-560nm wavelengths, Ultra Violet, Infrared, and white light, batteries, adapter, goggles for each wavelength, Infrared camera assembly with touchpad computer, and Pelican carrying case. The NAICS code is 334516. Foster & Freeman USA Inc. provided a sole source letter stating that that Crime-lite�42 and Crime-lite�82 light sources are designed, manufactured and only available from Foster & Freeman. Both designs incorporate proven Crime-lite� technology, utilizing multiple high-powered LEDs to provide a very intense, yet narrow waveband output, in a compact portable design. Crime-lite is a registered trademark of Foster & Freeman. The authority for this non-competitive award is 10 USC 2304(c) (1), only one responsible Source. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 11:00 a.m. on 19 August 2022, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
