- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southeast Fisheries Science Center,� intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with InnovaSea Marine Systems Canada Inc.dba as VEMCO of Bedford, Nova Scotia, Canada to procure the following: Qty Five (5) V16-4x-A69-9001 acoustic tags Qty Ten (10) VR2Tx-69kHz Coded Acoustic Receiver with Transponder Qty Two (2) Fathom LIVE Real Time Detection System aquaHub Watertight Surface Box INCLUDES: 4G Verizon Modem, Rx-LIVE 69 kHz Receiver (Built in 10m cable), AC Power Supply (North America) Qty One (1) Fathom Live Fish Tracking Dashboard 5 Year site license dashboard hosting and data management for two Fathom Live Box Systems Qty Eight (8) Acoustic Tags; V-8 Qty Eight (8) Acoustic Tags; V-9 Qty Twenty-Four� (24) Acoustic Tags; V-16 The applicable Size Standard is North American Industry Classification System (NAICS) Code 334513, with a Small Business size standard of 750 employees. The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems and equipment An array of existing passive acoustic receivers already exists in the current study area(s). Any addition in terms of receivers or acoustic tags must be fully compatible with the existing array or data will not be acquired.�Moreover, Vemco has propriety rights to the software and hardware of the systems and no other contractor can supply tags with that will link with our current receivers.VEMCO/INNOVASEA is the only company that can meet this requirement as they are the only company that manufactures compatible receivers (i.e., can detect the tags that are already in place). Tagging sturgeon is only authorized by an ESA permit when the permitted work will provide a benefit to the species (e.g., enhance the recovery of the species). Therefore, using a receiver that is not compatible with existing tags would confound the benefit to the species that is the basis for issuing the ESA permit.� The Government intends to negotiate a firm fixed price contract.� This Special Notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing.� Submissions are due no later than June 23, 2021 at 5pm Eastern Standard Time.� Oral communications are not acceptable in response to this notice.� Responses may be emailed to Suzanne.Johnston@noaa.gov.� Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
