- NOAA's Management & Budget Office Field Delegate, intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Mote Marine Laboratory on behalf of Southeast Fisheries Science Center-Panama City Laboratory for a follow on contract to determine the prevalence and origins of Oceanic Whitetip Shark Fins in the Taiwan Fin Market. Recovering the oceanic whitetip shark under the ESA will necessitate the determination of whether fishing and trade restrictions are effective, which requires a complete global picture of illegal trade (Young & Carlson 2020). Taiwan Province of the Peoples Republic of China (�Taiwan�) has one of the largest and least regulated distant water industrial fleets (Dent & Clarke 2015, Huang et al. 2021) and is known to be illegally landing oceanic whitetips (Schwenzfeier & Hofford 2021). The contractor is to replicate Hong Kong and Guangzhou surveys in Taiwan once per quarter for one year, sampling 20 vendors selected randomly from Taipei and Donggang, purchasing 2 bags of fin trimmings per vendor and sampling 20 random trimmings per bag for oceanic whitetips. This should result in 1,600 randomly selected trimmings.� The place of performance will be located in Taiwan Province of China and Mote Marine Laboratory, Sarasota, FL. The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement that Mote Marine Laboratories already possess the historical tissue samples to analyze against previous samples that are not available to other contractors. Mote Marine Laboratories is the only vendor capable of meeting the government's requirements for this project as they previously had scientists who were members of two workshops held in 2019 to develop recovery criteria for the oceanic whitetip shark. There are no other geneticists that are as familiar with the species and understand the necessary genetic analysis that needs to be conducted to recover the species. Thus, the contractor has considerable experience in this area. Utilizing this contractor will take advantage of previously obtained knowledge and the fact that this contractor already possessed a database of archived tissue samples of which to obtain genomic information. Utilization of another contractor would be disadvantageous, as they will be starting without any previous knowledge of the area and without access to current and historical samples. The contractor can therefore begin work immediately. Base Period of Performance is expected to be from September 1, 2022 through August 31, 2022 with two options. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
