Description
NOTICE OF INTENT FOR SOLE SOURCE The Defense Information Systems Agency/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with Raytheon Company for the Nuclear Command Control and Communications (NC3) Operational Assessments (NC3OA) NC3 Enterprise Center (NEC), United States Strategic Command (USSTRATCOM). �A sole source Justification & Approval document has been approved, and a redacted copy of it will be posted to SAM.gov 14 days after contract award to comply with the public display requirements of FAR 6.305. The proposed contract action is for the design, develop, and conduct recurring operational assessments that assist in determining, in a qualitative and quantitative manner, the operational capabilities of the NC3 Enterprise.� Results are presented in a conference environment and are expanded upon in follow-on operational assessment results reporting to include a detailed trend analysis of system performance and capabilities.� This requirement is to maintain the unique and directed classified assessments provided by the incumbent.� No modification will be made to the type of work, subject matter expertise, scope, requirements and or places of performance.� Specifically, this action will contract for the essential technical and operational expertise to support the NC3OA Program. The objectives of the assessments, in accordance with the Statement of Work, are to identify deficiencies in equipment (both hardware and software), procedures, and the personnel enacting the procedures in order to recommend corrective action(s) to improve the operational capability.� Furthermore, the contractor will develop and coordinate recurring operational assessments that assist in determining, in a qualitative and quantitative manner, the operational capabilities of the NC3 Voice Conferencing Systems; coordinate participation in existing communication exercises and programs to assess and report on system performance; and provide support to examine and assess identified communication platforms and/or systems that support the National Leadership Command Capabilities.� This support facilitates a complete assessment capability providing a series of quality plans, assessments, analysis, and reporting cycles that test, validate, and improve NC3 personnel, procedures, and systems. The scope of these assessments include the evaluation of survivable and non-survivable communications connectivity, as well as operational information flows for the NC3 tasks of situation monitoring, decision-making, force direction and force management. Additionally, these assessments integrate evaluations of personnel performance, communications platforms, systems, networks, and supporting procedures. At this time, the incumbent contractor, Raytheon Company, is the only source capable of providing all necessary services. A Sources Sought Announcement was published to SAM.gov back on February 9, 2022, with a close date of March 9, 2022. The incumbent and two other companies responded to the Sources Sought. After review of the capability statements provided, only the incumbent was determined to be fully capable of performing this requirement. In addition, a query of the Small Business Administration Dynamic Small Business Database revealed that there was one small business that possessed some of the capabilities needed to meet the NC3OA requirements. However, it lacks experience in assessing NC3 systems and the associated procedures ability to scale this experience and expertise to the appropriate magnitude required. Therefore, a sole source procurement to Raytheon Company was the best acquisition strategy determined for this requirement. This is not a request for competitive proposals. Requests for copies of this solicitation will not be honored unless the respondent provides evidence showing their capability to perform the required services. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. A solicitation will NOT be posted to SAM.gov due to the sole source nature of the requirement. Points of Contact: Chelsea R.
