- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE SUBJECT: Acquisition of Experis Aluminum Cylinders SOLICITATION NUMBER: NB646030-22-01688 RESPONSE DATE: 08/31/2022 DESCRIPTION: The National Institute of Standards and Technology�s, Gas Sensing Metrology Group (GSMG) of the Chemical Sciences Division is responsible for developing, critically evaluating, and applying techniques for the identification and measurement of gaseous species in atmospheres (urban, rural, and pristine) and process streams (automobile and stack).� NIST GSMG has been chosen as the World Meteorological Organization (WMO) Central Calibration Laboratory (CCL) for monoterpenes.� As CCL, GSMG is responsible for supplying certified monoterpene standards to the WMO Global Atmosphere Watch (GAW) for volatile organic compounds (VOCs), which monitors atmospheric monoterpenes that are of importance to air quality and climate change.� To ensure the success of this project, cylinders with specific internal treatments must be used to assure long-term stability of these standards.� Substantial effort (over 12 years of research) has been dedicated to determining a suitable cylinder/treatment package that would support long-term stability of monoterpene gas mixtures.� Several national metrology institutes (NMIs) worldwide have conducted similar research, and all have concluded that the Air Products cylinder/internal treatment package shows, by far, the best long-term stability data.� As a result, the WMO/GAW has stated that they will require all monoterpene gas standards be contained in treated aluminum cylinders supplied by Air Products.� Sole Source justification is based on the following: Market research was performed by the lab and has only found the products manufacturer by Air Products as meeting these strict stability levels.� Additionally, WMO/GAW group has stated that they will require all monoterpene gas standards to be contained in only Experis treated aluminum cylinders, which are supplied only by Air Products, Belgium. NAICS code for this procurement shall be 332911- Compressed gas cylinder valves manufacturing with a small business size standard of 750 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. �Responses received by 08/31/2022 will be considered by the Government.
