Description
OBJECTIVE: The US Department of Agriculture (USDA) Office of Operations (OO), Facilities Management Division (FMD), Engineering Branch (EB) requires an Indefinite Delivery Indefinite Quantity (IDIQ) contract for multi-disciplinary architectural/engineering (A/E) services.� The A/E will design major renovations and new construction projects at the USDA Headquarters (USDA HQ) and other buildings primarily in the Washington, DC metropolitan areas, as well as locations nationwide. The successful offeror�s estimated start date for this contract is September 26, 2022. �Federal Acquisition Regulations (FAR) Part 36.6 (Brooks Act) selection procedures apply.� USDA HQ BUILDINGS (DC) & GWCC BUILDING (MD) BACKGROUND: The USDA Headquarters (HQ) in Washington D.C. consists of two buildings � the Jamie L. Whitten and South Buildings, which are interconnected by bridges and a tunnel across Independence Avenue SW.� The Jamie L. Whitten Building, originally known as the Administration Building, was built in two phases.� The L-shaped east, and west wings were built from 1904 thru 1908.� The central section was built from 1928 thru 1930.� The total area of this building is about 350,000 square feet.� The Whitten Building is the only Federal office building that faces the National Mall.� The USDA South Building, located south of the National Mall on Independence Avenue SW between 12th and 14th Streets SW, was constructed between 1930 and 1936; .� It is a six (6) story steel frame building with a sub-basement, basement and an attic, and consists of 2.2 million gross square feet within seven (7) wings with a headhouse (Independence Ave side), tail house (C street side), and six (6) courtyards. Each building is listed on the National Register of Historic Places and shall be treated as a Historic Building. Therefore, USDA considers the knowledge of historic preservation principles and procedures related to review submissions to be a significant selection factor. The Modernization of the South Building began in 1997 and was halted in 2012.� To date 30% of the South building is modernized � Phase 1 completed in 2000 (Wing 3), Phase 2 in 2002 (Wing 4), Phase-3 in 2005 (Headhouse between Wings 3 and 5), Phase 2A in 2006 (Mail center), and Phase 4A in 2011 (Wing 5).� To date, USDA has done no major modernization in the Whitten Building.� USDA is in the process of awarding a design-build contract for the renovation of wing 7 (including wing 6, depending upon funding), South Building by late summer 2021. The USDA complex of buildings at Beltsville, Maryland is a 360,000 square foot office complex built in 1997 and consisting of four buildings, occupied by various USDA tenant agencies.� The facility was renamed and dedicated to George Washington Carver (GWCC) in October 1999.� The GWCC campus buildings are currently undergoing modernization that started in late 2020 and is expected to complete by 2022. The IDIQ contract will be used for the creation of bridging documents, the peer review, or the design of future phases of the South Building Modernization consistent with the approved 1997 Master Plan and other study or renovation projects primarily in these three buildings to eliminate health and life-safety hazards; replace deteriorating, inadequate and inefficient mechanical, plumbing, electrical and telecom systems; accommodate modern office technology; improve space utilization through effective space planning; restore and preserve the architectural fabric of the building; and to consolidate USDA agencies, for better space utilization and lease cost savings.
