- Department of Veterans Affairs (VA) Office of Acquisition Operations (OAO), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown NJ to enter into a contract on a basis of other than full and open competition for the replacement the replacement of the Veterans Heath Administration s (VHAs) legacy electronic health record, with the Cerner implementation of the new Electronic Health Record (EHR). VA requires the legacy systems to have their existing Ophthalmology Picture Archiving imaging modalities interfaced and configured to communicate with Cerner. This includes the Carl Zeiss FORUM Picture Archiving and Communication System (PACS) Ophthalmology. This affects the Ophthalmology PACS system such as the Carl Zeiss FORUM. The existing Carl Zeiss FORUM Ophthalmology PACS system is a Multi- Veterans Integrated Service Network (VISN) wide requirement ensuring that a cross-reporting infrastructure remains intact and allows VISN facilities to maintain and upgrade their existing Carl Zeiss FORUM PACS infrastructure. The TAC intends to award a sole source, firm-fixed price contract to PROAIM Americas, LLC. (PROAIM), 16024 Manchester Road, Suite 200, St. Louis, MO 63011. This procurement is in-support of eye imaging modalities with an interface to Carl Zeiss FORUM PACS middleware and Cerner Electronic Health Record. VA is planning to interface an eye care image and data management system specifically designed for hospitals to improve their workflow efficiency. Zeiss Forum Data Management is a Food & Drug Administration (FDA) approved and listed medical system that provides image and data collection, storage, retrieval, and analysis for a variety of ophthalmic-related services. This system is a full-featured ophthalmic PACS with Zeiss FORUM s unique clinical features such as its clinical displays and workplaces for three pathologies. It seamlessly integrates with Cerner s vendor neutral archives (VNA), enables centralized user administration Lightweight Directory Access Protocol (LDAP) and supports single sign-on (SSO) to the VA s new Cerner EHR. The existing Zeiss FORUM Ophthalmology PACS systems require configuration, cut-over services, and interface development services. These services will allow Carl Zeiss FORUM PACS and other end-point device information to send/receive information into the new VA Cerner EHR. This requirement includes software, virtual infrastructure licenses and professional services to be upgraded at three VISNs 16, 8, and 9. The proposed action is for brand name Carl Zeiss FORUM PACS software licenses, maintenance and support services. The Request for Information for this action was posted under 36C10B22R0018. The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
