- Description
- 1. This is a Combined Sole Source Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals and a written solicitation will not be issues.� 2. The Solicitation number 61200PR220079697 is issued as a Request for Quotation (RFQ). Submit written offers only, oral offers will not be accepted. This Combined Synopsis/Solicitation requires registration with the System for Award Management (SAM) at the time a quote is submitted, excluding outlined in FAR 4.1102(a). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-07 08/10/2022. The complete text of any of the clauses and provisions may be accessed in full text at https://www.acquisition.gov/. 4. This procurement is a Full and Open the associated North American Industry Classification System (NAICS) Code is 562112 Hazardous Waste Collection, with Size Standard is $41.5M, Product Service Code: F108 Environmental Systems Protection- Environmental Remediation. 5. The United States Coast Guard (USCG) TRACEN PETALUMA located at USCG TRACEN PETALUMA located at 599 Tomales Road Petaluma, CA 94952 has a requirement for the following: safely handle and transport the 55 gallon drum fiber (plastic) of Class I Extremely Hazardous Waste Ethyl Mercaptan from USCG TRACEN Petaluma, Petaluma CA to a properly permitted/licensed Treatment Storage Disposal Facility�s (TSDF). The Contractor shall furnish all labor, equipment, supplies, materials, transportation and supervision required to provide transport, and dispose of waste. Contractor shall remove the Ethyl Mercaptan from TRACEN Petaluma prior to prior to Aug 25, 2022. 6. Description of Requirements: The U.S. Coast Guard is responsible for managing the training, education, and development of programs to meet the needs of its active duty, reserve, and civilian workforce. The purpose of this Combined Synopsis/Solicitation is to obtain the required services at USCG TRACEN PETALUMA located at 599 Tomales Road Petaluma, CA 94952 and provide highly proficient training to all required USCG personnel as directed by FORCECOM.���� All quotes shall include one (1) separate copy of each of the items listed below. Submission of a quote that does not contain all items requested below may result in elimination from consideration of award. Offerors must submit each item of quote in a separate electronic attachment clearly identified as described below. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each quote. Schedule of Services: Pricing shall be submitted as requested in the Schedule of Services.� Total price will be evaluated by the Government. Proposed price should reflect a clear understanding of the requirements, is consistent with the various elements of the offer.� Service Contract Act Wage Determination No.: 2015-5651 Date of Last Revision: 07/12/2022 Revision No.: 16 California County of Sanoma applies to this acquisition and will be incorporated into the resulting contract. The contractor shall identify the Wage Category in their offer. 7. Commencement and Completion of Work:� Upon acceptance the Contractor shall remove the Ethyl Mercaptan from TRACEN Petaluma prior to prior to Aug 25, 2022. The waste is to be properly disposed of per U.S. Environmental Protection Agency, Federal, State and Local environmental disposal guidelines, and laws. The Contractor shall have all licenses and permits required by Federal, state, and local laws to perform hazardous substance(s) removal or disposal services. If the Contractor does not currently possess these documents, it shall obtain all requisite licenses and permits within two days after date of award. The Contractor shall provide evidence of said documents to the Contracting Officer or designated Government representative prior to commencement of work under the contract. Written responses to this notice shall be sufficient documentation to establish a bona fide capability to fulfill this requirement. All responsible sources may submit a capability statement, proposal, or quotation to be considered by the agency.
