Description
Basis for Award: The proposed contract action is for services for which the Government intends to award to the lowest price technically acceptable offeror. The government will evaluate information based on the following evaluation criteria: (1) total evaluated price and (2) technical capability factor. Offerors must fully demonstrate they meet the technical requirements set forth IAW PWS section 1.3. This is a non-personnel services contract to provide ISO/IEC 17025 standards accreditation to the Ground Vehicle Service Center (GVSC) test labs to by an Accrediting Body. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The contractor must have international ISO/IEC 17011 recognition maintained through the Asia Pacific Laboratory Accreditation Cooperation (APLAC) or the International Laboratory Accreditation Cooperation (ILAC), Mutual Recognition Arrangement (MRA). The contractor shall conduct Surveillance Assessments to cover reaccreditation according to the contractors� annual accreditation cycle. The contractor shall deliver an Accreditation Certificate and Scope of Accreditation for each GVSC laboratory meeting the requirements of ISO/IEC 17025 and the contractors� specific policies. The contractor shall be capable of granting accreditation to ISO/IEC 17025 in the following technologies; Mechanical, Electrical and Chemical Testing for the following laboratory capabilities: Bridge Technology, Physical Vehicle Simulation, Armor Ballistic, Occupant Protection, Hit Avoidance, Laser Protection, Electrified Armor, Fire Protection, Energy Storage, Thermal Calorimeter, Air Filtration, Electric Components, Thermal Integration, Fuel Cell, Propulsion, Material Characterization, Fuel and Lubricants, Vehicle Electronics, and Robotics Interoperability. The purpose of this work is to maintain ISO 17025 Accreditation of GVSC Laboratories. There is one (1) work activity being performed: Third party assessment to reaffirm accreditation of GVSC�s currently Accredited Laboratories to ISO 17025: 2017 General Requirements for the Competence of Testing and Calibration Laboratories.
