Description
1. INTRODUCTION Public Works Department (PWD) Pensacola intends to solicit competitive quotes in support of Naval Facilities Engineering Systems Command Southeast (NAVFAC SE) located at Naval Air Station (NAS) Pensacola, Florida, using commercial items prepared in accordance with FAR Subpart 12.6 and Simplified Acquisition Procedures (SAP) for commercial items found at FAR Part 13.5, supplemented with additional information included in this Request for Quotes (RFQ). Quotations will be due on or about 07 SEP 2022. NAVFAC SE PWD Pensacola intends to award a commercial services Firm Fixed-Price (FFP) contract on or about 15 SEP 2022. 2. REQUIREMENT The project scope is intended to provide tree cutting/clearing services to remove all trees and ground brush within the Upland areas and remove selected trees within the Wetland areas. Cleared Upland areas shall be prepared to promote and allow natural vegetation to resume with preparing ground conditions for future periodic mowing. Work includes, but is not limited to, the following: Land Surveying & Staking, Wetland Delineation, Civil Site Work Plans addressing Best Management Practices for Permitting Stormwater Erosion Control & Management, address NEPA Environmental Conditions, Timber Cutting & Removing, Brush Mulching, Terrain Grading, and Final Stabilization. Prior to beginning clearing a series of Land Surveys, Permitting, and Governmental Approvals will be required. The location for the work to be performed is on and around Sherman Field at NAS Pensacola, FL. The four Clear Zones are approach areas to the runways at Sherman Field: NORTH APPROACH RW19, EAST RW25R & RW25L, SOUTH APPROACH RW1 and WEST RW7R &RW7L. Further detailed information is included in the SOW and Exhibits attached to this notice. 3. SYNOPSIS OF REQUIREMENT The contract is anticipated to have a final period of performance of 365 calendar days from date of award. Each option will have an anticipated completion period of performance of 60 calendar days. The cumulative total for the base and all options will be awarded between $2M-$5M. The contract CLINs are as follows: � CLIN 0001 Tree Clearing EAST RW25 � CLIN 0002 (Option) Tree Clearing SOUTH RW01 � CLIN 0003 (Option) Tree Clearing NORTH RW19 � CLIN 0004 (Option) Tree Clearing WEST RW07 It is anticipated that Fixed Unit Prices be established for the identified requirement for the base and each option. The North American Industry Classification System (NAICS) code for this acquisition is 561730 � Landscaping Services, with a size standard of $8.5M. The Federal Supply Code (FSC) is S208, Grounds Maintenance. This requirement is 100% set-aside for Small Business only concerns with the applicable NAICS. Applicable concerns must have an active registration in the System for Award Management (www.SAM.gov) and eligible for a Determination of Responsibility from the SBA. 4. REQUIRED SITE VISIT A site visit is anticipated to be held between 25-31 AUG 2022. This will be the only site visit, and individual requests to re-visit the site at a later date will not be considered. Interested parties shall contact the project Construction Manager (CM), LTJG Tristan Kite, at corey.t.kite.mil@us.navy.mil no later than 23 AUG 2022 for additional site visit information. Quotations submitted by offerors who do not attend, or were not represented, at the site visit will not be considered for award. It is considered impractical to determine, without inspection, the exact nature of the work and site conditions under which the work is to be performed. 5. PROPOSAL REQUIREMENTS Offerors are required to submit proposals to the Contracting Officer, Bradley Cox, at Bradley.a.cox4.civ@us.navy.mil no later than 4:00 PM Central Time on 07 SEP 2022. Proposals must meet the requirements as detailed in Instruction to Offerors in the attached solicitation. Faxed or mailed copies will not be considered. Proposals that do not meet the requirements in the solicitation will not be considered for award. Award will be made to the offeror with the lowest price and Determination of Responsibility by the SBA. 6. ADDITIONAL INFORMATION Any aforementioned dates are subject to change. All amendments to the solicitation will be posted with this notice. Offerors are cautioned to check this notice periodically for amendments. A solicitation mailing list will not be compiled and amendments will not be sent out in paper copy.
