- Presolicitation Notice Presolicitation Notice Page 6 of 6 Presolicitation Notice *=Required Field Presolicitation Notice Page 1 of 6 The Department of Veterans Affairs, VISN 06, Hampton VA, Fayetteville Coastal Health Care System, 2300 Ramsey Street, Fayetteville, NC 28301-3856, intends to solicit quotes from contractors in the Open-Market to procure Motorola APX 8000 (Brand Name or Equal). (See Below), using a 100% SB set aside via Firm-Fixed Price contract as the procurement method. The Department of Veterans Affairs anticipates issuing an open and continuous solicitation for this requirement on or about August 17, 2022. The solicitation will provide instructions to contractors about the proposal submission process. Quotes will be accepted for a three (3) day period commencing with the solicitation issuance date. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in the System for Award Management (SAM) and VetBiz database if applicable (VetBiz registration is required for Service-Disabled Veteran-Owned Small Businesses or Veteran-Owned Small Businesses) under the applicable NAICS. Contractors may obtain SAM information at https://www.sam.gov and Vet Biz information at VIP Home · VetBiz Portal (va.gov). The vendor must be registered in the System for Award Management database to be eligible for an award. Registration is free, and potential offerors are encouraged to visit the SAM website as no contract can be awarded to any offeror not registered in SAM. LOCAL STOCK NUMBER: LSV01Q00387A GRAND TOTAL __________________ Salient Characteristics: The 7/800MHz VIPER System is the North Carolina state communications platform that Private, Local, State, & Federal entities use for interoperable communication for Emergencies, Planned Events, & routine operations The radios have to meet the new TDMA (Time Division Multiply Access) function that enables the transmitting repeater to have its function divided into two paths in a limited/congested communications network. This will allow the state to double its communications capability. Public Safety in-building signal enhancement system for Fayetteville VACHCS Ramsey Street location. To ensure the county/city s ordinance requiring minimal signal levels of -95dBm or better across 90% of the building & 99% in critical areas is met. Requirement for public safety radios to have clear audio quality in the event of an emergency. The system has to meet or exceed NC-510 fire code requirements with a 24-hour battery backup. Requires a robust Distributed Antenna Systems (DAS) System with two major sections: headend Radio Frequency (RF) equipment & signal distribution. The headend consists of an external bidirectional antenna & a Bi-Directional Amplifier (BDA). The external antenna assists in establishing the Transmission/Receiving (TX/RX) communications link to the local tower. The RF signal distribution consists of coaxial cable, low profile antennas & power dividers. Bi-Directional amplification supports two-way transmission of VAPD & Public Safety signals with a Channelized (Class A) Public Safety BDA to ceiling-mounted antennas, which propagate RF to portable radio users. Bottom line allowing first responders, medical transport companies, & others who operate on the Voice Interoperability Plan for Emergency Response (VIPER) radios system to communicate within the Ramsey Street buildings at a minimum of 90% coverage. This allows for reliable & clear communications with our community partners using their handheld radios & mobile units with their home stations & the overall VIPER radio system. Service has existing Motorola Radio systems that will fully integrate with the planned upgrades and amplification. Must be compatible with Motorola Radio Systems. Allowing for one source Preventative Maintenance Checks & Services (PMCS) instead of having multiple radio systems reducing overall costs & streamlining the training/competency of users.
