Description
This is a PRE-solicitation notice for The Network Contracting Office-4, Pittsburgh Veterans Affairs Healthcare System, intends to solicit and award for Draeger anesthesia machines meeting Salient Characteristics specified in the Statement of Need (SON), to the Corporal Michael J. Crescenz VA Medical Center and the Wilkes Barre VA Medical Center. The performance period for this contract will be from the date of award to the date of completion. The primary North American Industry Classification System (NAICS) for this requirement is 339112, with a related small business size standard of 1,000 employees. This procurement shall be a set aside an acquisition for competition restricted to service-disabled veteran-owned small business concerns in accordance with FAR 19.1405. The prospective solicitation will be posted via the System for Award Management on or about August 17, 2022. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06, August 10, 2022. It is the responsibility of the quoter to review the web page for notice of amendments, updates, or changes to the solicitation. No hard copies will be mailed. To be eligible for this award, prospective offerors must be registered in the System for Award Management (SAM) Internet site, www.sam.gov. STATEMENT OF NEED (SON) WILKES-BARE PA Draeger Perseus Anesthesia Machine INTRODUCTION: The Department of Veterans Affairs Medical Center, Wilkes-Barre, PA Surgical Service has determined the need to purchase Anesthesia machines. 1. History/Background/ Purpose: The Wilkes-Barre VA Medical Center has a new request to replace current machines with (4) new Draeger Perseus A500 Anesthesia Machines. The equipment/accessory package will be used in the operating room to provide anesthesia services to the Veterans daily. 2. Detailed Description: The requested anesthesia machines are necessary to perform operating room procedures and are used daily. They are designed to deliver oxygen along with other anesthetic gases including volatile anesthetic vapors in specific concentrations to patients with the help of breathing circuits. Our current anesthesia machines have reached the end of their lifespan making it a necessity to purchase new ones as the old ones become obsolete. Parts are no longer available or able to be ordered to repair them if they become nonfunctional. Even with regular servicing, there is a potential for failure of the old equipment making it necessary to purchase new machines. 3. Delivery Requirements/Installation/Incidental Services: The four Draeger Perseus Anesthesia Machines shall be delivered by the successful Contractor within 120 Days After Receipt of the Order (ARO). Delivery shall be coordinated with Amy Evans, OR Nurse Manager and Wilkes Barre VAMC, Warehouse, 1111 East End Blvd, Wilkes Barre, PA 18711- Weekdays 8:00am 4:00pm, excluding any government holidays. STATEMENT OF NEED (SON) WILKES-BARE PA Anesthesia machines are essential for anesthetizing VA Philadelphia s Veterans requiring surgery or special procedures. The veteran population of VAMC Philadelphia include a wide range of ages and diagnoses including acute and chronic lung diseases, cardio-thoracic abnormalities, and metabolic disorders resulting in vascular deficiencies as well as morbid obesity that require precise and advanced modes of ventilation, which only the Draeger anesthesia machines offer. VAMC Philadelphia is purchasing one (1) Draeger Fabius MRI anesthesia machine for anesthesia care in offsite locations and specialty areas to comply with National Anesthesia Directive 1220. It is the desire of the anesthesia department to standardize on the same brand of anesthesia machine (in this case, Draeger Apollo, Tiro, and Fabius MRI anesthesia machines) in order to have the same standard of care throughout the operating rooms and all remote anesthetizing locations and to assure standardization of user interface for patient safety purposes. No other brand of anesthesia machines have the unique features and benefits for our Veterans that the Draeger anesthesia machine offers. Purchasing Draeger machines provides consistent operation at all locations (main OR, MRI, or ancillary areas) and allows users to respond intuitively during emergency situations. This helps reduce VAMC Philadelphia s investment in training for clinicians, biomedical staff and technicians. All Draeger anesthesia machines use the same consumables and accessories, saving the VAMC Philadelphia from stocking multiple brands. This acquisition is being procured on a brand name basis for the following reasons: Since anesthesia machines are life critical systems, in order to meet the patient safety requirements of our facility, the systems must not be reliant upon electrical power for fresh gas flows (O2, Air, N2O, anesthetic agent) for continued delivery of anesthetic agent with no power to the anesthesia machine and hypoxic guard to be operational. (Explanation: In the event of total power or backup battery failure, patient fresh gas flow must be maintained, and anesthetic agent continue to be delivered, thereby maintaining the safety of the patient for the remainder of the surgical procedure.) Draeger is the only manufacturer of the anesthesia systems with these characteristics. There is no other machine with these unique features on the market. Additionally: The same user interface for our entire fleet of Draeger anesthesia machines means an easy transition with no need for training the clinical staff (i.e. user interfaces, fresh gas controls, vaporizer controls). Standardization of Draeger anesthesia machines means business as usual for the biomedical department, no need for training on a different brand of anesthesia machine.
